Overview

WJCF is an Indian non-profit organisation committed to saving lives by reducing the burden of disease and strengthening government-owned, high-quality health systems. Since 2007, WJCF has combined data-driven approaches and deep public health expertise with strong government partnerships to design, implement, and scale solutions across India's national and state health programmes. We work for and at the service of governments, supporting the Ministry of Health & Family Welfare and State Departments of Health to build systems that are strong, sustainable, and led by Indian institutions.

As an Indian organisation, WJCF brings an unmatched depth of contextual understanding of India's health system architecture, policy landscape, and implementation realities across diverse geographies and population groups. This local institutional credibility, combined with global technical rigour, is central to WJCF's effectiveness as a partner to governments and donors.

Our work is built around four complementary roles: as a Trusted Government Partner, co-designing programmes and strengthening health system architecture; as an Operational Partner, translating strategies into effective on-the-ground delivery; as a Market Shaper, improving the availability and affordability of health commodities; and as an Ecosystem Catalyst, convening governments, development partners, academia, and the private sector to drive solutions at scale.

WJCF's programme portfolio spans thematic areas like hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases, syphilis, cervical cancer, diabetes, maternal and childhood anaemia, immunisation, under-5 diarrhoea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, presbyopia, lead poisoning, and cross-cutting thematic areas like AI and Health, integrated disease surveillance, and climate and health.

We currently support programmes across 19 states and union territories, with teams working at national, state, district, and sub-district levels.

Our people are our greatest asset. WJCF brings together a talented, diverse team of professionals from public health, analytics, consulting, healthcare, the development sector, and academia, all united by a shared commitment to improving health outcomes for the people of India. We are entrepreneurial, action-oriented, and deeply grounded in the communities and systems we work in. Our field teams collectively bring hundreds of years of experience managing public health programmes across the country.

WJCF collaborates with a range of international and domestic partners and donors to advance its mission, including an affiliation with the Clinton Health Access Initiative (CHAI), a global health organisation with which WJCF shares a common mission and values.

Project Background:

India's health system is in the middle of a decisive shift. Care delivery, disease programmes, financing, and supply chains are all moving onto digital rails, through national disease programme platforms, health management information systems, telemedicine services, and population-scale identity and records infrastructure. The question facing the sector is no longer whether to digitise, but whether digitisation actually changes what happens to a patient: whether records follow people across facilities, whether frontline workers act on better information, and whether programme managers make different decisions because of what the data tells them.

The Ayushman Bharat Digital Mission (ABDM) is the clearest expression of this shift. Launched nationwide in September 2021 and managed by the National Health Authority (NHA), ABDM creates the interoperability required for health records to move seamlessly across platforms, anchored in the Ayushman Bharat Health Account (ABHA) and supported by the Health Facility Registry (HFR), the Healthcare Professionals Registry (HPR), and platforms such as the Unified Health Interface (UHI). WJCF has been a strategic and operational partner to the NHA on ABDM since 2021. Through the 100 Microsites Programme, WJCF delivered 30 Microsites across five states, supporting the registration of over 17,000 health facilities and over 18,500 healthcare professionals and the generation of more than 3 million ABHA-linked health records; it then led the Digital Health District Pilot in Bhopal. Both engagements have concluded, and the portfolio has since moved to the harder question of demonstrating value for programmatic outcomes, beginning with the national tuberculosis programme.

Artificial intelligence is the next frontier of this agenda, and arguably the one with the steepest trajectory. The Strategy for Artificial Intelligence in Healthcare for India (SAHI) sets the national policy direction, and credible applications now span the structuring and validation of clinical records, clinical decision support at the point of care, screening and triage, programme targeting and prioritisation, and the analysis of claims and utilisation data at population scale. WJCF is supporting the NHA in establishing its Health Analytics and AI Unit (HAAU), a dedicated advanced analytics and AI capability built to leverage data generated as a by-product of running AB PM-JAY and ABDM to improve these programmes and, in turn, health outcomes. All such work must be delivered with privacy-by-design and strong health data governance, consistent with the Digital Personal Data Protection (DPDP) Act 2023.

WJCF brings deep experience in digital health, built through its partnership with the NHA and its work with state governments and district administrations. With AI opening new possibilities and ABDM adoption accelerating, the team needs to expand and strengthen to meet what is ahead. WJCF is therefore looking for a senior leader who can shape that direction, deciding where the team focuses next and building the partnerships that support it.

Position Summary:

WJCF is looking to hire a Senior Manager/ Associate Director to lead its Digital Health portfolio in India. The position reports into the Director (Digital Health, Health Financing and New Initiatives) and is based in New Delhi, with regular travel to project states and districts. The level at which the role is offered will be determined by the successful candidate's experience.

This is a shaping role first and a delivery role second. The selected individual will define the direction of WJCF's digital health work for the coming years, choosing which problems are worth solving as India's digital health and AI agenda evolves, building the team's credibility in new areas, and converting that positioning into a funded pipeline of work. Business development sits at the centre of the role: identifying opportunities, authoring concept notes and proposals, and building the partnerships that make ambitious work possible.

Alongside this, the individual will serve as WJCF's principal interface with the NHA and state counterparts, oversee the current portfolio of work including the programmatic outcomes agenda and support to the Health Analytics and AI Unit, and manage a multi-disciplinary team spread across national, state, and district locations. This role provides an excellent opportunity for a senior professional who would like to shape how digital health and artificial intelligence translate into better health outcomes in India.

Responsibilities

1. Strategy and positioning

  • Set the strategic direction for WJCF's Digital Health portfolio, defining where the team should focus over the coming years and making deliberate choices about which problems are worth solving as the national digital health and AI agenda evolves.
  • Build WJCF's position in emerging areas, particularly artificial intelligence in healthcare, translating the policy direction set by SAHI and the capabilities now reaching maturity into a concrete agenda of work that WJCF is credible to deliver.
  • Design new programme concepts from first principles, grounded in a clear reading of where government priorities, donor appetite, and WJCF's comparative advantage intersect.
  • Shape the team's institutional capability, defining the skills and roles the portfolio will need as its focus shifts, and leading recruitment and team design accordingly.
  • Represent WJCF externally with government, donors, technology partners, academia, and the wider digital health ecosystem, positioning the organisation as a partner of choice on digital health and AI.

2. Business development and partnerships

  • Own growth for the portfolio: map the donor landscape, identify and cultivate funding opportunities, and build and maintain a live pipeline against which the team plans.
  • Lead the development of concept notes, expressions of interest, and full funding proposals, taking personal authorship of the strategic narrative and the case for WJCF.
  • Build and manage relationships with existing and prospective donors, and structure partnerships with government, technology, academic, and implementation partners where these strengthen a proposition.
  • Manage donor reporting, ensuring commitments are met and that reporting is accurate, timely, and well evidenced.

3. Portfolio delivery and team leadership

  • Serve as WJCF's senior interface with the National Health Authority, sustaining the relationship as a trusted advisory partnership and supporting the NHA in developing frameworks, roadmaps, and policy tools across priority areas.
  • Oversee the portfolio's programmatic outcomes agenda, beginning with the national tuberculosis programme, including the design of ABDM-enabled workflows, state-level implementation across multiple geographies, and the measurement approach that links digital interventions to outcomes such as treatment adherence, referral completion, and continuity of care.
  • Convert field evidence into national-level influence, producing analyses, assessments, and policy briefs that shape national design and sequencing, and extending the approach to further programme areas over time.
  • Build and sustain relationships with State ABDM Offices, State National Health Mission leadership, district administrations, and programme officers, securing the institutional backing that drives sustained results.
  • Support the establishment and scale-up of the Health Analytics and AI Unit at the NHA, including unit design, role definition, recruitment, onboarding, and integration of embedded team members, and support state-level replication of the model.
  • Ensure that privacy-by-design and strong health data governance are embedded across the portfolio, consistent with the DPDP Act 2023.
  • Manage, mentor, and develop a multi-disciplinary team of programme managers, analysts, programme officers, and field staff working across national, state, and district locations.
  • Own portfolio-level work planning, budgeting, and performance management, and ensure delivery against agreed milestones.
  • Perform other responsibilities as requested by WJCF leadership.
Qualifications
  • Bachelor's or master's degree in public health, public policy, management, engineering, economics, or a closely related field.
  • Minimum 10 years of relevant professional experience, with exposure to digital health, health systems strengthening, or technology-enabled public programmes in India.
  • A strong record in business development, including authorship of concept notes, expressions of interest, and funding proposals, and direct engagement with donors; experience building a pipeline rather than responding to individual opportunities.
  • Demonstrated ability to set direction for a team or portfolio, including defining new areas of work and building credibility in them from a standing start.
  • Demonstrated experience leading large, multi-state or multi-site programmes end to end, with ownership of work plans, budgets, and delivery against milestones.
  • Experience managing and developing teams, including field-based staff across multiple locations.
  • Experience working directly with government counterparts at national and state level, and a track record of building credibility with senior officials.
  • Working knowledge of digital health in India, including ABDM and its building blocks, and of how national disease programme and state health information systems operate.
  • Demonstrated knowledge of, and active interest in, the application of artificial intelligence in healthcare, sufficient to identify credible use cases, engage technical teams on equal terms, and distinguish genuine utility from hype.

Preferred:

  • Prior experience working with the National Health Authority, State ABDM Offices, or National Health Mission structures.
  • An existing network among health and development donors active in India.
  • Familiarity with national disease programmes and their digital systems, particularly the national tuberculosis programme and Ni-kshay.
  • Experience designing or delivering measurement and evidence-generation work that links digital interventions to health outcomes.
  • Experience establishing new teams, units, or capabilities within or alongside government institutions.
  • Familiarity with health data governance, the DPDP Act 2023, and SAHI.
  • Experience in a management consulting or strategy advisory environment.
  • Experience of private sector engagement in healthcare delivery.

Skills & Traits:

  • Entrepreneurial instinct: the ability to spot an opportunity early, form a view on it, and build it into something fundable.
  • Ability to build trusted relationships with senior government officials and donors, and to influence without formal authority.
  • Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills.
  • Strong document and presentation craft, with the ability to produce decision-ready material and compelling proposal narratives for senior government and donor audiences.
  • Ability to think strategically, handle ambiguity, and problem-solve in a fast-paced, limited-structure, multi-stakeholder environment.
  • Ability to move fluidly between national policy discussions and district-level implementation detail.
  • Genuine curiosity about artificial intelligence and emerging technology in health, and the judgement to assess where it adds real value.
  • A focus on building institutional capability rather than creating personal dependence.
  • Willingness and ability to travel frequently to project states and districts.
  • Impeccable integrity; humility and open-mindedness; a learning mentality; tenacity and resourcefulness.
  • Fluency in English and Hindi.
