Duties and Responsibilities

Background The Tenth Five-Year Development Plan (2021-2025) is the first executive plan of Oman Vision 2040. It translates the Vision into programmes and projects across four main pillars: People and Society; Economy and Development; Sustainable Environment; and Governance and Institutional Performance. The Plan covers 14 national priorities, 82 strategic objectives and 411 strategic programmes, making its final evaluation a major cross-government exercise requiring an integrated and independent assessment. The final evaluation is undertaken at the conclusion of the five-year implementation period and is intended to provide an independent assessment of what was achieved, where implementation translated into measurable results and impact, and where gaps remain. The evaluation covers the performance of strategic programmes and indicators, development-budget and financing performance, governance and coordination, responsiveness to domestic and international developments, risk management and institutional resilience, as well as lessons learned and practical recommendations to support implementation and monitoring of the Eleventh Five-Year Development Plan. ESCWA is supporting this work building on its experience and on the 2024 mid-term evaluation, including the monitoring and evaluation platform developed to consolidate implementation data from the government entities responsible for the Plan. The final evaluation combines quantitative and qualitative analysis, stakeholder consultations and evidence-based assessment across the different analytical chapters. Duties and Responsibilities Under the overall supervision of the Project Manager/ Economic Affairs Officer, the Consultant will independently peer review the technical chapters of the Final Evaluation of Oman’s Tenth Five-Year Development Plan (2021–2025) and assess their analytical, methodological and evidentiary quality. The Consultant will provide consolidated substantive comments, identify analytical and evidence gaps, and participate in selected stakeholder consultations and technical meetings. All stakeholder consultations and technical meetings will be coordinated through ESCWA and the Ministry of Economy. The Consultant will coordinate closely with the Project Manager, the ESCWA technical team and the other consultants. The Consultant will also contribute substantively to drafting and revising the report, consolidate the different technical contributions, harmonize the findings, conclusions, lessons learned and recommendations, and support the preparation and revision of the executive summary and strategic summary.
