About us (“We are”)
Together with the Reform and Investment Task Force (SG.REFORM), the Commission’s Directorate-General for Economic and Financial Affairs (DG ECFIN) is implementing the Recovery and Resilience Facility (RRF). The RRF is the centrepiece of “Next Generation EU”, providing grants and loans to EU Member States to support structural reforms and investments.
Within DG ECFIN, ECFIN.B4 leads the horizontal policy work on the RRF, with a focus on ensuring consistency in implementation and solving emerging issues. The work is very varied and covers a broad mix of analytical, operational and policy aspects, including reporting, evaluating and drawing lessons from the experience of the Facility. The unit also acts as a reference point in the DG to bring various work-streams together and advise and support other units on RRF-related issues.
At the same time, ECFIN B4 provides economic analysis and policy advice on the green and digital transitions, contributing to the formulation of economically efficient policies under the Green Deal and the Digital Agenda. In this context, it contributes, for example, to the work on the European Semester and on investment needs at both EU and national level. The unit’s analytical work feeds into policy discussions among Member States in the ECOFIN Council, the Economic Policy Committee and its working group on energy and climate change.
The unit works closely with other units in DG ECFIN and cooperates with many different Commission services on relevant files, in particular with SG.REFORM and DGs CLIMA, ENER, ENV, MOVE, CNECT and BUDG.
We are a welcoming, friendly and dynamic unit that works on a wide variety of tasks in a stimulating working environment.
About the role (“We propose”):
The successful candidate will contribute to the unit's work on a range of topics related to the Recovery and Resilience Facility. The candidate is expected to contribute to the implementation of the RRF in its final phase, in close collaboration with other units in the DG and with SG.REFORM.
This includes:
- Contributing to the successful closure of the RRF by preparing relevant guidance;
- Preparing the Commission's replies to RRF-related audits carried out by the European Court of Auditors;
- Contributing to the preparation of the ex-post evaluation of the RRF, in view of the publication of the evaluation report in 2028;
- Supporting the coordination of external economic research projects contributing to the assessment of results and impacts of the Facility;
- Carrying out analysis related to RRF measures contributing to healthcare as well as to gender equality policies;
- Coordinating processes and events in the unit's areas of responsibility and representing the unit both within the Commission and towards external stakeholders;
- Preparing and contributing to notes, reports, briefings, replies to parliamentary questions, presentations, and other regular policy work.
Qualifications, experience and skills (“We look for”):
We are looking for a dynamic and committed colleague with dedicated experience both in implementing the Recovery and Resilience Facility and in liaising with the European Court of Auditors, who is ready to work in a challenging and fast-paced environment on politically crucial files.
The ideal profile is a very motivated individual, with an advanced degree in public policy, law or economics, and at least five years of relevant professional experience, including in the implementation of EU funding programmes as well as in the evaluation of reforms and investments. The position requires a true team player, with strong methodological skills, conceptual thinking and good policy judgement. Experience in supporting Member States in the implementation of structural reforms would be a strong asset. Experience in the management of research projects and contracts would be valuable. Knowledge of policy issues related to gender equality mainstreaming would be an advantage, as would previous work experience in DG ECFIN or in the Commission.
The candidate must be able to communicate clearly in English, have excellent drafting skills and the ability to translate the results of economic analyses into relevant and well-articulated policy advice. The candidate should be able to work with a high degree of autonomy.
