INTRODUCTION TO GGGI
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
PROJECT BACKGROUND
The Ministry of Environment and Energy of Costa Rica (MINAE), a founding member country of GGGI, seeks to translate its environmental and climate priorities into bankable projects. GGGI will provide technical assistance to MINAE departments to identify, formulate, and structure environmental and/or climate projects with potential access to international financing.
The assistance will follow a learning-by-doing approach, engaging MINAE personnel directly. The methodologies and tools developed will underpin a proposal for a Technical Unit for Project Formulation and Structuring, in line with national requirements and those of potential financing institutions.
OBJECTIVES OF THE ASSIGNMENT
GGGI seeks to engage a specialist in the formulation and structuring of international cooperation projects and financing operations with multilateral institutions. The consultant’s primary role will be to provide direct technical assistance to MINAE departments in developing environmental and climate initiatives with potential access to international financing.
In parallel, the consultant will guide the design of the Technical Unit for Project Formulation and Structuring, involve designated Ministry personnel and transfer practical knowledge, methodologies, and tools.
The overall objective is to formulate and structure projects with financing potential from international cooperation, multilateral loans, climate funds, and other public or private sources. Performance will be assessed primarily on the projects formulated and/or structured, with capacity strengthening and the design of the Technical Unit serving as complementary, cross-cutting results.
Specific objectives
-
Identify, prioritize, formulate, and structure environmental and climate projects jointly with MINAE departments, in accordance with institutional priorities and financing requirements.
-
Prepare the technical, financial, and management documentation required to advance the formulation and structuring of selected initiatives.
-
Propose staff profiles, a functional structure, processes, and coordination arrangements for the future Technical Unit.
-
Transfer knowledge and tools to MINAE personnel through their direct involvement in project development, using a learning-by-doing approach.
Supervision and coordination
The consultant will work with MINAE departments under GGGI’s contractual supervision. MINAE will prioritize initiatives, designate institutional counterparts, and facilitate access to the required information. Periodic meetings with MINAE and GGGI will review progress, validate deliverables, and support knowledge transfer.
SCOPE OF WORK
-
Project pipeline identification and prioritization. Review environmental and climate project ideas proposed by MINAE departments; assess their preliminary technical and financing potential; agree on priorities with MINAE and GGGI; prepare concept notes and a practical formulation work plan.
-
Project formulation. Work with designated MINAE counterparts to prepare and refine project documents, including rationale, objectives, expected results, activities, indicative budgets, implementation schedules, and potential financing sources, in accordance with the agreed level of project maturity.
-
Technical and financial structuring. Further develop selected proposals, including cost estimates, implementation and institutional arrangements, key risks, and documentation required by prospective development partners, climate funds, or multilateral financing institutions, as relevant and feasible within the assignment.
-
Institutional capacity development. Apply a learning-by-doing approach through joint drafting, technical working sessions, and practical transfer of project formulation tools to designated MINAE personnel. Propose the functional structure, staff profiles, workflows, and coordination arrangements for a future Technical Unit for Project Formulation and Structuring.
