INTRODUCTION TO GGGI
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
INTRODUCTION
The Global Green Growth Institute (GGGI) is implementing the project “Food-Loss & Waste Emission Reductions for Climate-Smart Foodsheds (FLOWER)”, a multi-country programme supported by the IKEA Foundation. FLOWER applies an urban foodshed approach to reduce food loss and waste (FLW) and associated greenhouse gas emissions in four major city-regions, including in Indonesia. Over five years (2026–2031), the project will (i) establish rigorous FLW baselines, hotspot maps and foodshed roadmaps; (ii) deploy climate-smart FLW infrastructure and solutions, including innovation incubation and HORECA/retail engagement; (iii) mobilize large-scale public and private investment in FLW reduction and valorization; and (iv) strengthen FLW policy, governance and MRV systems.
In Indonesia, FLOWER is implemented under the guidance of the Ministry of National Development Planning (Bappenas) at the national level, and noting West Java Province as the target area, the Regional Development Planning Agency (Bappeda). The main geographical focus is the Bandung Metropolitan Area (BMA), as the main consumption hub in the province, and the surrounding municipalities, as main production nodes supplying both provincial and national markets. Implementation on the ground will be led by GGGI, in partnership with West Java Bappeda and other implementation partners and in consultation with various government and private sector stakeholders, financial institutions, civil society, community groups, and academia. As such, GGGI is seeking a Senior Associate, Food Loss and Waste Mitigation, to be based in Bandung and support delivery of FLOWER.
POSITION SUMMARY
The Senior Associate, FLW Mitigation will support the technical delivery of the FLOWER Indonesia component from Bandung, West Java, in direct coordination with Bappeda. The position plays a central role in shaping FLOWER implementation from a technical perspective, contributing to FLW diagnostics and roadmap development; solution delivery; investment pipeline development; policy framework formulation; and stakeholder engagement.
The position holder will report to the FLOWER Country Lead, and work closely with the broader FLOWER team in Indonesia, as part of GGGI Indonesia’s Cities Unit, in coordination with the FLOWER Global Team and implementing partners, to ensure the quality, timeliness and local relevance of technical outputs and activities. The position holder will also be the primary focal point for stakeholder engagement in West Java, directly liaising with Bappeda, technical provincial and municipal agencies, and other local stakeholders.
PURPOSE
The Senior Associate is responsible for engaging with local stakeholders, generating and quality-assuring FLW data and diagnostics, helping in the implementation of interventions with local partners, and supporting the MRV and knowledge outputs that underpin policy uptake and investment mobilization. By anchoring the project’s technical work in realities on the ground, the role enables GGGI to deliver credible baselines, effective infrastructure and solution deployment, and a bankable pipeline of FLW investments.
ENGAGEMENT
The Senior Associate works across multiple layers of the project, requiring strong communication and collaboration skills. Internally, the position holder will provide direct support to the FLOWER Country Lead in delivering the technical outputs and ensuring efficient and effective operational and reporting processes, in collaboration with the Global Team. Externally, the position holder will serve as the primary focal point with Bappeda and other local government entities in the province.
Additionally, the position holder will also intensively liaise with local private sector players, such as commodity producers and cooperatives, aggregators and packing houses, cold chain service providers, markets and retails, food rescue entities, end-of-life management service providers, research institutions, community groups and civil society, and other relevant local stakeholders with aligned interests and priorities. Noting the importance of delivering contextual activities and building effective and beneficial partnerships with local stakeholders, the position holder is expected to possess good fluency of Bahasa Indonesia, and preferable the local dialects prevalent in West Java.
