Job description

The Position:

The National M&E Consultant will support results-based planning, monitoring, reporting, communication and M&E data management within UNFPA Myanmar's Country Office PM&E unit, with a specific focus on the Women and Girls First (WGF) Programme.

The consultant will serve as the designated M&E focal point for WGF across SRHR, GBV and MHPSS, maintaining oversight of its results framework, reporting requirements and achievements across implementing partners. Working closely with the Programme Management Specialist (WGF), the consultant will support the Phase 3 closure, transition to the extension phase, donor reporting and technical support to partners.

The consultant will also contribute to country office results-based planning, consolidated results reporting, data quality assurance, monitoring follow-up and improvements to M&E tools and systems. Responsibilities and priorities will be coordinated by the PM&E Analyst through a workplan developed in consultation with the Programme Management Specialist (WGF). All work will follow agreed country office M&E tools, indicator definitions, reporting processes and data quality standards, while taking into account programme-specific reporting requirements.

How you can make a difference:

UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies.

In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards and who will defend them courageously and with full conviction.

UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results.

Job Purpose:

UNFPA works to advance sexual and reproductive health and rights, promote gender equality, and improve the lives of women, girls and young people. Guided by its Strategic Plan 2026-2029, UNFPA supports efforts to address unmet family planning needs, prevent avoidable maternal deaths, eliminate gender-based violence and harmful practices, and respond to demographic change. Its work emphasises reducing inequalities and reaching those furthest behind, including in humanitarian settings. Data and evidence are central to this mandate, informing programme design, monitoring progress, strengthening accountability and supporting decisions that improve results.

Since 2015, UNFPA Myanmar has implemented the multi-year, multi-donor Women and Girls First (WGF) Programme. Following the departure of the Country Office M&E Associate, a National M&E Consultant is required to support continuity of planning, monitoring, evaluation and reporting functions within the Country Office PM&E unit, with a specific focus on WGF.

The consultant will support WGF Phase 3 closure and transition to the extension phase, including the updated results framework, donor reporting and implementing partner support across SRHR, GBV and MHPSS. The assignment will also contribute to country office results-based planning, consolidated reporting, data quality assurance, monitoring follow-up and M&E data management through the unit's coordinated workplan.

Key Objectives and Responsibilities

Country Office M&E Support

  1.  Contribute to consolidated country office results reporting by compiling and validating agreed inputs from implementing partners and thematic colleagues, checking consistency across reporting products and maintaining supporting evidence.
  2. Support the maintenance and improvement of M&E templates, indicator guidance, reporting trackers, datasets and dashboards. Periodically update information on programme implementation areas, service mapping and other agreed monitoring information.
  3. Support the PM&E Analyst in analysing and presenting results and helping programme colleagues use dashboards and evidence for results-based management. Ensure consistency between WGF reporting and the corresponding inputs to country office reporting.
  4. Support the PM&E Analyst in country office results-based planning processes across WGF and other programmes, including annual workplan development and review, alignment of programme and implementing partner workplans with relevant results frameworks, indicator and target setting, and use of monitoring evidence to inform programme priorities, implementation adjustments and future planning.
  5. Compile and validate qualitative monitoring evidence to complement quantitative results, explain progress and implementation challenges, and support programme reviews and reporting.
  6. Maintain organised datasets, source references, review records and follow-up logs in accordance with applicable confidentiality and data protection requirements. Prepare a handover of tools, records and outstanding actions at the end of the assignment.
  7. Support the PM&E Analyst in evaluation-related activities, as required, including compilation of programme data and supporting documentation, organisation of relevant evidence, and follow-up on evaluation recommendations.
  8. Perform other related planning, monitoring and evaluation duties supporting WGF and the country office PM&E function, as assigned by the supervisor and consistent with the scope of the consultancy.

WGF Programme Monitoring and Reporting

  1. Maintain an overview of the full WGF results framework across SRHR, GBV and MHPSS, tracking indicators, targets, progress, achievements and outstanding reporting requirements across all WGF implementing partners.
  2. Support the Phase 3 closure and transition to the extension phase by updating indicator guidance, results tracking tools and reporting templates. Assist partners in aligning their workplan indicators and targets with the WGF results framework during workplan development and revision, and support partner orientation on these requirements.
  3. Consolidate and analyse validated WGF data and inputs from M&E team members, programme colleagues and partners to provide a coherent picture of programme results. Assess progress against targets, identify gaps and follow up on outstanding information.
  4. Support the Programme Management Specialist (WGF) with timely results analysis and supporting evidence for programme reviews, project documents, proposals, donor reports and ad hoc donor data requests.
  5. Support disability-inclusive monitoring and reporting under the WGF results framework, including refinement and interpretation of relevant indicators, appropriate data disaggregation and documentation of results.

Partner Support, Data Quality and Monitoring

  1. Review assigned implementing partner quarterly data matrices and workplan progress reports. Provide technical feedback on completeness, consistency, indicator interpretation and achievements against targets, and follow up with partners and programme colleagues to resolve discrepancies and document corrections.
  2. Support partners in developing and updating M&E plans, strengthening results-based reporting and M&E data management, and applying agreed reporting templates, field monitoring tools and data collection methods. Provide orientation and technical assistance through remote support and field visits as required.
  3. Participate in reporting review meetings, field monitoring visits, data quality assessments and other agreed monitoring activities. Document findings and track follow-up on reporting gaps, data quality issues and corrective actions.
