Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

At CHAI, our people are our greatest asset, and none of this work would be possible without their talent, time, dedication, and passion for our mission and values. We are a highly diverse team of enthusiastic individuals across 40 countries with a broad range of skill sets and life experiences. CHAI is deeply grounded in the countries we work in, with the majority of our staff based in program countries. Learn more about our exciting work: http://www.clintonhealthaccess.org

The Program Manager will manage the full project cycle across all four workstreams, serve as the main point of contact for the MoH, district health offices, partners, andthe donor, and ensure that the project generates the evidence, tools, and government ownership needed for domestic scale-up to other districts and provinces. They are also expected to be able to influence program strategy, build relationships with senior stakeholders, and operate independently with strong technical and strategic judgment.

  • Co-design the workplan, budget, site selection, and monitoring and evaluation (M&E) framework with the MoH, district health offices, partners, and the donor, and translate these into an implementation plan with clear milestones, owners, and risk mitigation.
  • Track progress against the workplan, budget, and indicators; anticipate delays and risks; and recommend course corrections to senior management and the donor.
  • Integrate TE activities into CHAI's existing MNCH platform in Bogor Regency and Bekasi City, working with CHAI colleagues to avoid duplication and maximize shared resources.
  • Ensure all activities align with MoH Regulation, the national TE roadmap, and the ILP Cluster 2 framework, and that gender equality, disability, and social inclusion considerations are built into design and delivery.
  • Under SPM coordination, coordinate with MNCH team, develop and supervise consultants, and manage matrixed support from CHAI’s global and regional teams

Government engagement and coordination

  • Build and maintain trusted relationships with MoH directorates (HIV/STI, Maternal and Child Health/Family Health, and Hepatitis), the Data Transformation Office, provincial and district health offices, and Puskesmas leadership.
  • Convene and facilitate regular national and district stakeholder meetings on targets, forecasting, budgeting, and implementation, and follow up on agreed actions.

  • Prepare clear briefs, presentations, and recommendations for senior government and donor audiences.

Technical delivery and evidence generation

  • Strengthen the antenatal screening-to-treatment cascade, including expansion of HBV screening toward the 95 percent target and linkage to care, such as tenofovir prophylaxis for HBsAg-positive pregnant women.
  • Assess the opportunity for introducing triple combination tests, drawing on lessons from the dual HIV/syphilis rapid diagnostic test rollout and, if taken forward, design and oversee a structured pilot in selected Puskesmas — covering regulatory and ethical requirements, commodity procurement, and facility readiness, with support from CHAI’s global team.
  • Work with the MoH Data Transformation Office, district health offices, and CHAI’s M&E and digital health team to integrate HIV, syphilis, and HBV indicators into Simpus, district information systems, and SatuSehat, and to develop dashboards and mother-infant pair tracking.
  • Coordinate with partners to ensure smooth clinical mentoring and workforce development, including on Center of Excellence demonstration clinics and on delivery of guidelines, SOPs, training, and e-learning for facility-based and community-based ANC providers, embedded in the ILP Cluster 2 competency framework.
  • Lead implementation of the M&E framework aligned with WHO Asia-Pacific triple elimination targets, and use routine data to drive performance reviews with district teams.
  • Document operational lessons, tools, and costs, and lead or contribute to reports, policy briefs, and publications for the MoH, partners, donors, and regional forums to support government-led scale-up.

Budget and donor management

  • Manage the project budget, forecast spending, and monitor burn rate.
  • Ensure compliance with donor and CHAI financial and fiscal requirements.
  • Prepare timely, accurate narrative and financial inputs to donor and partner reports.

  • At least seven years of progressive experience managing health programs, including leading multiple workstreams or a medium-to-large project from planning through closure.
  • Demonstrated experience in maternal and child health, HIV, hepatitis, or sexually transmitted infection programs, ideally including prevention of mother-to-child transmission or antenatal care.
  • Experience working with government counterparts, preferably the Indonesia MoH, provincial or district health offices, or primary health care systems.
  • Strong understanding of the Indonesian health system, including Puskesmas, the ILP reform, and national health information systems.
  • Demonstrated ability to manage budgets and donor requirements, and to supervise and develop professional staff.
  • Excellent written and spoken English and Bahasa Indonesia, including the ability to prepare polished briefs and present to senior audiences.
  • Willingness to travel regularly to West Java and, occasionally, to other locations.

Advantages

  • Experience with diagnostics introduction, operational research, or pilot design and evaluation.
  • Familiarity with SatuSehat, Simpus, or other digital health and data integration efforts.
  • Experience working with technical partners, academic institutions, or international organizations on joint programs.
  • Experience with clinical mentoring, training, or health workforce capacity building models.
