Description
ENUMERATOR - HOUSEHOLD MAPPING AND LISTING
Location(s): Abia and Delta
Background:
Mercy Corps, which has been working in Nigeria since 2012, has supported efforts to address critical Water, Sanitation and Hygiene (WASH) needs across vulnerable communities. Against Nigeria’s significant WASH service gaps, the five-year Small-Town Water, Sanitation and Hygiene (STWASH) Program, initially funded by USAID and led by Mercy Corps in partnership with WaterAid, was designed and implemented across six states: Borno, Adamawa, Yobe, Imo, Abia, and Delta. Although the earlier implementation phase included important preparatory activities such as feasibility assessments, technical designs, stakeholder engagement, and MOUs with relevant authorities, the unexpected termination of USAID funding temporarily halted implementation and left some planned construction and rehabilitation activities incomplete. The program aimed to improve sustainable WASH services while strengthening state institutions, Small Town Water Supply and Sanitation Agencies (STWSSAs), and Water Consumers Associations (WCAs) to effectively manage and sustain water services.
Following changes in program funding and implementation, the current phase of STWASH has been streamlined to Abia and Delta States. In Abia State, the project currently covers Ubakala in Umuahia South LGA and Ariaria in Aba South LGA, while in Delta State, it covers Ugwuashi-Uku in Aniocha South LGA. Implementation resumed in April 2026, enabling the outstanding construction and rehabilitation activities in the current project locations to progress. As the project approaches its final stage, an Endline Evaluation should be conducted in Abia and Delta States to assess overall achievements, measure changes against available baseline and routine monitoring data, examine the quality, functionality and sustainability of WASH services, capture beneficiary experiences, and document lessons and good practices. The evaluation will provide evidence of the project's results and inform sustainability planning and future WASH programming.
Purpose / Project Description:
The Enumerator will work closely with the STWASH team to ensure the implementation of data collection for the endline assessment (in health centers, households, schools, markets, and motor parks) and any other data collection exercise required within the assigned period.
After receiving training on how to use the Data collection tool and understanding the assessment questionnaire, the enumerators will collect data via mobile devices in the field with ST WASH officers. This assessment will take place in small towns in these locations: Delta State: Ogwushi-Uku and Ogwushi-Uku Hospital axis. Abia State: Ubakala, Umuahia, and Ariaria. During daily field visits, each Enumerator will work any day required by ST WASH, and payments will be made according to the number of days worked and the number of accurate entries made at the end of the exercise, based on the completed attendance sheet and report.
Consultant Objectives:
The objective of the assignment is to carry out an endline evaluation in the Southern states (Delta and Abia) around the end of November to assess the functionality, performance, and sustainability of the completed, rehabilitated, and constructed WASH infrastructure in Ugwuashi-Uku, Delta State, and Ariaria and Ubakala, Abia State. The endline evaluation will provide evidence on project performance and achievements against established targets, while promoting accountability, learning, and improvement. It will also assess progress made during the entire project implementation period and review the relevance of the Theory of Change. Results from this evaluation will provide insight into project outcomes, trends, sustainability, and lessons learned, and will inform further engagements with small-town governance structures as well as future WASH intervention strategies.
Evaluation Methodology and Approach
The Endline Evaluation will adopt a mixed-methods approach, combining quantitative household-level data collection with qualitative methods and review of existing project documentation.
