Duties and Responsibilities
As governments adopt new frameworks and tools to accelerate SDG implementation, public sector innovation must be guided by a clear purpose of generating public value and long-term societal outcomes beyond efficiency gains. This requires an enabling environment that supports experimentation, institutional learning, flexible processes and working methods, and creative and adaptive mindsets among public servants. In this context, the United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG), launched the project Strengthening National Capacities to Design and Implement Public Sector Innovation Strategies for Accelerating Progress Toward the Sustainable Development Goals (SDGs). The project supports governments in articulating clear innovation strategies aligned with national development plans and SDG implementation frameworks. As part of this initiative, a consultant will facilitate the national and regional workshops, support discussions on the appropriate approach and key elements for Thailand’s public sector innovation framework, and build consensus among stakeholders. A consultant will also lead consultations, draft and finalize the framework, with feedback from relevant government agencies and the regional workshop. Under the direct supervision of the Programme Management Officer and Governance and Public Administration Officer of the Division for Public Institutions and Digital Government of UN DESA, the consultant will undertake the following tasks: For the national workshop: 1. Facilitate and present the findings of the national study at the workshop, 2. Lead the discussion on appropriate approaches for further developing the national framework for public sector innovation, and 3. Help the participants identify elements that could be part of the public sector innovation framework through discussion and consensus building. For the drafting of the public sector innovation framework: 4. Facilitate stakeholder consultations and coordination with relevant government ministries and agencies to agree on the elements that should be included in the public sector innovation framework, based on the outcome of the national workshop, 5. Support the drafting of the public sector innovation framework (strategy or action plan) as main penholder, 6. Through consultations, ensure that the draft is acceptable to the government focal agency prior to the regional workshop. For the regional workshop: 7. Support the government officials in preparing for the regional workshop to present the draft framework, 8. Take notes of the feedback and input provided on the draft framework during the workshop. For the finalization of drafting of framework: 9. Finalize the framework, reflecting recommendations and discussions at the regional workshop and in consultation with relevant government agencies.
