Summary
Save the Children is currently recruiting a Monitoring and Evaluation Specialist (M&E) who will be responsible for obtaining, analyzing, organizing and interpreting gender sensitive project data. S/he will work with host country counterparts in developing, strengthening and implementing monitoring systems to track project progress and impact. S/he will monitor and assess project implementation progress as required and provide feedback to colleagues and partners to improve project activities.

Responsibilities
The M&E Specialist will also develop and maintain systems to collect and analyze gender sensitive information on inputs, outputs, outcomes and impact of the program. S/he will design and lead the implementation of the project's M&E strategies, requirements and country level activities. In addition, the Specialist will work directly with the technical staff to develop appropriate gender sensitive indicators and select monitoring and measurement tools for project implementation and roll-out. S/he will also be accountable for achieving the results against those priorities. This is a leadership role and will serve as a key member of the project team in DRC..

Requirements
Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or an advanced certificate in M&E, statistics, or economics preferred
Minimum of five years’ experience and demonstrated practical skills in gender sensitive monitoring and evaluation of multi-sectoral international development programs
Candidates with prior experience in M&E for USAID programs are strongly encouraged to apply
Demonstrated ability and skills in analysis and report writing is essential. Experience with gender analysis preferred.
Experience in strategic planning and performance measurement, including gender sensitive indicator selection, target setting, reporting, database management, and developing monitoring & evaluation and performance monitoring plans
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies
Experience in planning and managing surveys that take gender considerations into account
Experience developing and refining data collection tools
Excellent knowledge of monitoring and evaluation principles and practices is essential
Knowledge and significant experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development and gender equality/ female empowerment programs
Demonstrated experience in developing and implementing monitoring systems and conducting evaluations especially for gender transformative food security and/or livelihoods programs
Excellent oral and written communication skills in English and French required.
