The Ebola Outbreak started in April 2014 in SL and the Emergency situation faced lead to the stop of the activities still running (MCH SL, Inclusive Education Liberia and SL and civil society support project (disability movement) in Liberia) to shift in Sierra Leone for an Ebola response projects implemented from the end of 2014 up to December 2015 with possible extension for handover and support up to March 2016:
• Ambulance fleet management and house decontamination in Western area DEERF/DFID.
• Social mobilisation with UNICEF and UNDP in order to include in the Ebola prevention persons with disabilities and stigmatized groups as prostitutes.
• Protection project called CAPE under a consortium of in INGOs (lead IRC) funded by DFID. HI is the Disability Advisor within this project and manages directly cases of protection identified as Women, young girls, elderly, children and persons with disabilities for Western area.
• Education project called GEC DFID, project in consortium leads by PLAN. This initial 3 years project (started January 2013) has to be adapted to the Ebola situation in 2015. The project has supported the return of children to school after their closure for 8 months, in safety conditions in 2015.
Presently HI works in three locations in Sierra Leone: Western Area, Bo and Kono Districts and around Monrovia in Liberia.
The end of Ebola outbreak was declared in Sierra Leone on 7th November 2015 and in Liberia on September 3rd 2015. Nevertheless, risk of new cases is still present as it occurred in Liberia on 19th November 2015 and Guinea has still Ebola cases. Safety measures are still implemented and a no touch policy within working period is still required. There is a high risk of malaria throughout the country.
Generally, security is good and most Sierra Leoneans will warn foreigners if there are problems but some security regulations have to be respected. In Freetown, there are many supermarkets, bars and restaurants. Internet is available in the HI office, HI accommodation through 3G key and internet cafes. Electricity and water supply is not so good but all HI offices and guest houses are equipped with a generator. There is an expatriate community in Sierra Leone and Freetown, its capital is known for its beautiful landscape and sandy beaches.
The position is part of the management team of the Mano River Program and is directly under the line management of the field Program director. Its main responsibility is ensuring the quality of the administration of HI in Mano River including the management of finance, administration and HR. The position also ensures the capacity building and supervision of all the administration team of the different sites of the Program and the coordination on those issues within the Program and with HI HQ.
Main internal interfaces: Program Director/ Logistic Coordinator/Site coordinators / Project officers-managers - coordinator / Local administration, finance / Regional Project coordination units
Main external interfaces: Finance Controller at the HQ / Accountant at the HQ / HQ HR / Local / International Partners in the Mano River / Donors delegations
Based in Freetown, under the responsibility of the country director, you will:
• Ensure the administrative management, human Resources, and finances of the programme, and the respect of corresponding HI procedures with the staff under his responsibility
• Ensure compliance with the legal framework of the country, the implementation of the policy framework defined by the seat and specific rules for the program, with the constant aim of defending the interests of the association and the effective use of resources.
• Train and support admin team on technical aspects such as: Human Resources, Administration, Finance management
Ensure a smooth communication, tools and information sharing with & between the Admin team members, with the other departments’ members
PROFILE :
You have:
-A third level degree in business administration or finance or management or an advanced degree in management
-Minimum 3 years experience in similar position
-Leadership / managerial skills
-Good knowledge of budget construction and monitoring, financial reporting, administrative & legal framework
-Excellent communication skills both oral and in writing: capacity to listen, responsiveness and diplomacy
