PURPOSE OF POSITION

Procure materials / services to ensure required supply needs are satisfied at lowest total cost to World Vision and services and material are delivered at the time needed and in the established quality. Appropriately and accurately perform and leverage market analysis to support Procurement decisions. Develop and manage strategic sourcing activities in line with procurement and implementation plans. Initiate and manage the RFP process, supplier contracts/framework agreements and supplier relationships and performance.

MAJOR RESPONSIBILITIES

  • Identify & Implement the required procurement process for WVL projects in Bekaa Area

  • Develop and update the Procurement database at the National and Field level.

  • Ensure the performance of Vetting on all suppliers, partners and consultant.

  • Provide procurement operational support guidance to WVL staff at the field level

  • Ensure and support in the Implementation of procurement processes from receiving the PRF to Delivery of the required goods & service

  • Develop and evaluate RFPs for strategic contracts

  • Conduct positive and effective negotiations with suppliers.

  • Initiate and manage standardized contracts with suppliers

  • Work, Monitor and maintain contract utilization and information with contract owner.

  • Assessment of local market to ensure full understanding of cost structure and any changes in market conditions in terms of availability and price

  • Ensure suppliers’ compliance to contracts’’ terms and conditions; delivery of quality products and potential future cost saving opportunities.

  • Plan with GAM team and ensure the identification of suppliers, pricing and lead-times to meet material requirement of potential grants.

  • Act as backup to the Secretariat for the facilitation of the Procurement Committee.

  • Provide the Field Team with the support needed.

  • HEA responsibilities

    • Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented
    • Build relationships with suppliers and sign agreements whenever possible in order for suppliers to prioritize supplying WV with Food and non-food items in emergencies
  • Perform other duties

    • Attend and participate in spiritual nurture events as well as other organizational events
    • Participate in local and international CB events as needed
    • Act as an active member of the ERDM committee
    • Perform other related duties as required
    • Safety and Security responsibilities:
    • Responsible of own security and actively contribute to a positive security culture
    • Abide by the security policies and procedures and report any incidents or breaches to line manager and /or security manager

KNOWLEDGE, SKILLS AND ABILITIES

  • University degree in Business Administration, Social Science, Procurement or similar degree

  • Strong understanding of market analysis, supplier evaluation, total cost of ownership analysis, category strategy development & implementation

  • Strong negotiation experience

  • Contract Management experience

  • Strong knowledge of local legal positions for contracts

  • At least 2 to 3 years’ experience in purchasing

  • Good Procurement expertise
