Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the IDP Programming Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Job Summary:
The purpose of the IDP Programming Officer Position is to contribute the implementation of the emergency projects, IDP profiling and programme development in the Somali Region. The winner of this position will represent NRC in the regional Disaster Risk Management Technical Working Group (DRMTWG) and other Cluster coordination meetings; while he/she will also represent NRC the joint needs assessments conducted by the government and humanitarian organizations. This position will normally not entail management responsibility of staff, but under certain circumstances, the job may entail management responsibility for a very limited number of staff at assistant level. Either these circumstances can be related to a time-bound support or permanent but in scope limited administrative support.

Job description

  • Generic Responsibilities:
  • Ensure compliance with NRC policies, guidelines and standards;
  • Ensure compliance with NRC emergency strategy, tools, handbooks, guidelines and standards;
  • Specific technical responsibility for implementation of technical activities of emergency project(s);
  • Tracking of financial expenditures Vs project activities of all emergency project(s);
  • Emergency response specific responsibility for the quality control and monitoring of project activities;
  • Proper documentation of project reports and lessons learned;
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums;
  • Assess, promote and document ideas for technical improvement and further program development options;
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist;
  • Promote the rights of IDPs/returnees in line with the advocacy strategy;


  • Specific Responsibilities:
  • Lead the distribution of basic relief materials such as ES/NFI kit, water treatment chemicals and other household items;
  • Represent for NRC in the regional emergency coordination meetings and other technical working groups;
  • Represent the organization inter-agency needs assessment and rapid assessments;
  • Facilitate the project(s) MoU signing with the regional line bureaus;
  • Consult with the AM, the Emergency Project manager and Emergency Response Coordinator on the appropriate response to the Somali region emergency issues;
  • Provide situational updates about the Somali region emergency to the AM ERM and ERC;
  • Work closely with WASH and FSL team for the implementation of the emergency interventions;
  • Prepares and submits reports timely to the Field coordinator and giving CC to the ERR at Addis;
  • Undertake other assignments given by the Area Manager;
  • Keep records of program files both in hardcopies and in soft copies.

Qualifications

  • University degree in international development, programme development; social studies, or other related field.
  • A minimum of five years in working with relief programme preferably within Emergency response and project/programme design Experience from working within technical expertise area in a humanitarian/ recovery context.
