Senior Digital Engagement Officer (Intranet)

ORGANIZATIONAL CONTEXT
This role sits in UNHCR¿s Division of External Relations, Digital Engagement Section. The core objective of this team is to help UNHCR improve digital engagement with key audiences. This involves the development of engagement strategies with all audiences from Staff to the General Public.
The Senior Digital Engagement Officer (Intranet) will manage the intranet and its long term development and adoption. For all stages of the intranet's development, this person will hold responsibility for the overall visual design, site navigation, site content, engagement and training of users, coordination with key stakeholders and oversight of the technology.
The Digital Engagement team is comprised of Digital Development, Creative Development and Digital Engagement.
The Senior Digital Engagement Officer (Intranet) will function under the guidance and supervision of the Chief of Section, Digital Engagement. The incumbent will work ensuring the timely consultation with all key stakeholder groups. The role will work closely with the Internal Communications function within the Strategic Communications team.

FUNCTIONAL STATEMENT

Accountability
Delivers organisational wide adoption of Intranet and other Digital Workplace tools including developing and delivering a stakeholder and user communications plan

Responsibility
Oversee Intranet specification and delivery, including creation of requirements, content strategy, authoring workflow training and rollout

       Stakeholder Management
- Help coordinate with Governance and working Groups to ensure all stakeholders are kept informed of intranet strategy and development.
- Work closely with key stakeholders to understand their needs and involve them in planning and problem solving (including Communications, IT, HR, Risk and Legal, as well as executives and administrative staff).
- Coordinate the efforts of central content owners.
- Run User workshops to understand teams content and communication needs at field and HQ level.
- Communicate actively with all main stakeholder and user groups.
- Support intranet group owners in maintaining active communities.
- Provide introductions and training to users of all different levels working closely with Global Learning centre.
- Liaise with strategic communications internal communications role on publication of internal newsletter or other regular stakeholder communications.
- Monitoring of global information flows to ensure consistency of message and approach across the intranet.
- Manage user adoption and ongoing promotion of new Intranet.

        Intranet Management
- Management of Intranet including liaison with all Intranet authors and focal points.
- Oversee authoring and proper use of online channels.
- Manage projects to deliver intranet content or tools to mobile devices.
- Prioritise the development of low bandwidth solutions for field workers.
- Lead projects to improve sections of the intranet or deliver new tools through the intranet.
- Monitor user-generated content for appropriateness.
- Monitor site analytics and report on key performance indicators (KPIs).
- Develop and enhance the creation a brand-aligned visual design and theme for the intranet.
- Ensuring quality and accessibility of content across the intranet.
- Lead efforts to create and maintain a sound site navigation (information architecture).
- Manage the homepage to maintain a proper balance of content and tools.

        Technology
- Ensure proper coordination between the IT Department and intranet software vendors.
- Develop deep understand of the features of the Intranet software solution.
- Deliver and promote social and collaborative solutions to increase staff engagement.
- Liaise with the IT Department and software vendors on technical questions of implementation, upgrades and the development of new features.
- Manage common administrative tasks in the intranet software, or liaise with IT staff around those tasks.

Administration
- Engage consultants as necessary for implementing certain development, planning and design activities Maintain the intranet project budget.

Authority
Decide on best direction for content and architecture of Intranet and other internal Digital engagement tools.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Communications or a relevant degree such as Project Management and web based Internal communications.
- 12 years (10 years with Master's degree) previous experience in implementing or developing web based communications plans through Intranets, apps and social tools.
- Negotiation and relationship building skills.
- 6+ years of experience managing and implementing intranets or collaboration software.
- Strong understanding of the functionality of enterprise level intranet solutions.
- Understanding of top level business strategies and organizational structures and how an intranet can support teams¿ business requirements.
- Experience and understanding of delivering a digital workplace strategy for a large organisation.
- Project management experience.
- Excellent verbal & written communication skills.
- Excellent interpersonal skills.
- Strong leadership skills to coordinate and facilitate activities with colleagues.
- Ability to handle sensitive and confidential situations with diplomacy.
- Highly experienced with Office applications, including word-processing, spreadsheet, and presentation software.
- High level of comfort with social software and other web-based technologies.
- Experience working with an international organization with multiple geographical operational sites.
- Fluency in written and spoken English.

DESIRABLE QUALIFICATIONS & COMPETENCIES.  Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Fluency in another UN language highly desirable.
- Knowledge of UNHCR operations at field and thematic level.
- Knowledge of humanitarian assistance and UN environment.
