Who are we? 
 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq. 
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations. 
 
About the job 
 
Under the supervision of the Head of Programmes, and the Heads of Office, the CCCM C is responsible for supporting the technical planning, implementation and overall representation of CCCM activities and/or projects across the Iraq Programme  
In close coordination with other CCCM staff, the CCCM C contributes to the harmonization of CCCM tools and guidelines across the country and to the development of DRC’s CCCM Strategy for Iraq. 
The CCCM C contributes to the fulfilment of the aims and objectives of DRC’s presence in Iraq. 
 
Duties and Responsibilities 
 
• Lead in the development of DRC’s CCCM country strategy; 
• Contribute to the development of proposals to secure follow on or expansion funding for the CCCM portfolio as per identified needs. This will include identification of needs and gaps in relation to the ongoing Mosul response; 
• Provide technical assistance and overall coordination to the roll out of CCCM projects; 
• Contribute to refining of data collection, monitoring and reporting tools, and to the harmonization of CCCM methodologies and tools across the country in collaboration with other CCCM actors; 
• Monitor the overall implementation of CCCM projects and financial expenditure; 
• Develop and roll-out a CCCM capacity building strategy for DRC’s and potentially other NGOs and GoI staff in order to ensure a further strengthening of staff capacity which will contribute to better service delivery to beneficiaries; 
• Undertake regular field/site visits to ensure technical support to CCCM project staff and monitor the quality of activity implementation in all areas of operation; 
• Prepare regular and timely updates and reports for HoP and other colleagues as needed; 
• Participate in the recruitment process and evaluation of managerial CCCM staff as necessary; 
• Coordinate with relevant national and international actors, and actively participate in relevant working groups and meetings (e.g. CCCM Cluster Meetings); 
• Represent and communicate DRC’s CCCM strategy to national and international partners, stakeholders and key actors; 
• Ensure that project activities develop and are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donors requirements and international protection guidelines; 
• Ensure Age, Gender and Diversity (AGD) approach to CCCM is consistently applied through community and rights based participatory methods;  
• Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of protection and AGD mainstreaming into DRC CCCM programming; 
• Acts as gap-filler for the time the CCCM project managers are on leave; 
• Any other duties as directed by the Head of Programmes. 
 
About you 
 
To be successful in this role you must have: 
 
Essential qualifications:  
• University degree or higher education relevant to humanitarian work: preferably in law, social sciences or humanitarian aid; 
• Significant professional or practical knowledge of CCCM strategies, policies and implementation modalities 
• Cultural and gender sensitivity, adaptability 
• Fluency in written and spoken English is essential, Arabic an asset 
 
Essential experience:  
• Proven experience of at least 5 years in CCCM programming or similar related areas (e.g. community mobilization, community driven development, etc.), preferably in an emergency or early recovery setting 
• Experience in international humanitarian work and refugee and/or IDP complex emergencies  
• Experience with managing teams and providing technical guidance and training 
• Experience developing assessment, proposals and evaluations for INGO programmes 
• Experience of engaging with coordination, advocacy and/or policy work, including through cluster and working group coordination mechanisms

We offer 
DRC will offer the successful applicant a contract till December 2017 subject to extension based on performance and funding. You must be available to start work on mid-March 2017 and be willing to live and work in Iraq. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.ngo under Vacancies. This position will be placed at A13-A14 of DRC’s salary scale, depending on qualifications and experience. The R&R cycle for this position is every 9 weeks.
