Summary:

El Salvador’s Strengthening Human Rights Systems (SHRS) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by Counterpart International (Counterpart) in partnership with local and international organizations. Counterpart is currently seeking a Grants Manager to help set up, and thereafter manage, the grants management unit of the SHRS program.

This individual will report to the Chief of Party (CoP) and provide overall grant management and oversight of Counterpart’s local partners. With the support and guidance from the Chief of Party, Deputy Chief of Party, and Counterpart’s Headquarters staff, the Grants Manager will be responsible for the management and oversight of all Project subgrants, as well as providing guidance, Technical Assistance (TA), and mentoring to subrecipients as needed. The Grants Manager will ensure the effective selection, management, and monitoring of the subgrants program, in close coordination with the Technical Unit, to ensure compliance with USAID rules and regulations, Counterpart’s internal policies and procedures, and successful execution of subgrants. This is a full time position based in San Salvador, El Salvador. This is a locally-based position with frequent travel to Project regions; Salvadoran citizens are encouraged to apply.

Duties and Responsibilities:

  • Supervise and mentor the Grants Management Unit (1-2 staff) and supervise its day-to-day operations;
  • Assist in the creation of a USAID approved Subaward Manual for the Project;
  • Institutionalize Counterpart’s grants management best practices within the program;
  • Ensure effective coordination with the Technical, Finance, and Monitoring & Evaluation (M&E) Units in subgrant program design, selection, execution, and monitoring;
  • Prepare (in coordination with the Technical Unit) all Requests for Applications (RFAs), Rapid Response Funds (RRF), and subgrants packages for Counterpart HQ and USAID review and approval;
  • Ensure consistent, high-quality control of all supporting documents and ensure that RRFs and grant proposals meet the objectives of the Project goals;
  • Oversee grant-making processes from start to finish, including design and issuance of technically sound RFAs, review of proposals, and financial and narrative reporting;
  • Ensure that the subgrants to subrecipients are implemented as per Project objectives, design, and USAID subaward rules and regulations, as well as according to Counterpart’s policies and procedures;
  • In coordination with the Technical Unit, provide training, mentoring, and other technical assistance as necessary to potential subrecipients on how to write successful grant applications;
  • Manage the subrecipient selection process in accordance with Counterpart’s processes outlined in its Subaward Manual and lead the review of subgrant applications, including budgets;
  • Lead the pre-award assessment process per Counterpart’s internal guidelines and ensure data is accurately and comprehensively documented and informs subgrant design, including monitoring;
  • Lead negotiations with potential subrecipients and finalize subgrant agreements;
  • Provide training, mentoring, and other technical assistance as necessary to subrecipients on compliance with USAID regulations and required financial management (including process and policies) and reporting;
  • Monitor, in coordination with the Technical and Financial Units, subrecipient performance per subgrant agreement requirement;
  • Conduct monitoring trips and spot-checks of subgrants;
  • Assist the M&E unit with monitoring of subgrant program activities, targets, and accomplishments, and ensure the quality of program performance and reporting;
  • Supervise the review of financial and program reports for submission to Project Senior Management, as well as documentation to ensure that subrecipients meet both Counterpart and USAID requirements;
  • Provide overall high quality control (consistency, coherence, compliance) to subgrant documentation;
  • Ensure accurate subgrant close-out procedures; and

  • Perform other related tasks relevant to the launching of grant management operations of SHRS as assigned by the COP.

QUALIFICATIONS:

  • University Degree in Finance, Business Administration, or International Development;
  • Minimum five (5) years of experience working with international NGOs in grants management positions;
  • Minimum five (5) years of experience in administering grants in an international development program, including experience in grants design, negotiation, and administration of civil society related grants;
  • Thorough knowledge of and experience in grants administration, contracting, and procurement regulations;
  • Demonstrated knowledge of U.S. Government rules, regulations, policies and procedures;
  • Demonstrated supervisory and leadership skills;
  • Demonstrated experience providing training and mentoring to local subrecipients in topics related to proposal development and subgrant financial management and reporting;
  • Excellent organizational, analytical, and oral and written communications skills;
  • Ability to work well in a team environment, strong interpersonal skills, able to work effectively with Civil Society Organizations, USAID, project staff, and other beneficiaries;
  • Prior experience with and knowledge of development in El Salvador;
  • Spanish fluency required; amd
  • English professional proficiency required; fluency strongly preferred.
