Who are we? 
 
Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than thirty countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) and to promote durable solutions to the problems of forced migration on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief. 
 
DRC has worked in Libya/ Tunisia since 2011 in the fields of protection, mixed migration and humanitarian mine action. DRC has offices in Tripoli, Sabha, and in Tunis and Zarzis in Tunisia with promising perspective of opening new implementation in Algeria. 
 
About the job 
  • Develop and manage DRC humanitarian programming in Libya centred around strengthening of protection and resilience, for displaced populations, centered on protection and cash approaches. Displaced populations include internally displaced persons (IDPs), host families, host communities, and returnees.  
  • Manage provision of direct humanitarian assistance and strengthening of Libyan partners, including identification and capacity development of local authorities and civil society organisations.  
  • Represent DRC in relevant humanitarian coordination fora, engaging with UN & INGO counterparts and proactively seeking to shape agendas in line with DRC and Libyan humanitarian priorities. In addition representation of the programme to Libyan partners and authorities will boost DRC's profile and portfolio. 
  • Identify and leverage complimentary initiatives and potential efficiencies with other DRC portfolios (i.e Migration) and DDG programming in both Libya and Tunisia. 
  • Provide vision, leadership and direction to DRC humanitarian team and assistance in Libya, as well as oversee the administration and implementation of the grants, personnel and M&E. 
 
Duties and Responsibilities
 
Management of DRC Libya humanitarian portfolio (currently cash and protection) 
  • Oversee programme quality of current and proposed projects, notably the CERF allocation. 
  • Ensure compliance of current & proposed projects within scope of DRC programme department 
  • Ensure positions are staffed and projects are on track 
  • Develop clear lines of communication between project staff and partners 
  • Develop tools and processes to capture, share and incorporate lessons learned and best practices to inform and enhance quality of DRC-DDG Libya programming  
 
Lead as the focal point for the ECHO humanitarian consortium aimed at providing emergency health and protection assistance 
  • Take over responsibilities outlined and assigned to DRC (as consortium lead), for the ECHO funded emergency assistance project. 
  • Ensure implementation is harmonised across the consortium 
  • Ensure narrative and financial reporting is timely and be a key focal point for the donor 
  • As lead of the consortium but also lead on protection, help manage protection programme quality for the consortium 
 
Strategy and funding development and resource mobilisation  
  • Lead and coordinate partnership assessments for DRC's local partners 
  • Update and maintain a DRC narrative for Libya based on the evolving context 
  • Update and maintain a cash and protection programme strategy based on monitoring of protection trends and needs analysis 
  • Update the global humanitarian proposal for 2017, with integrated contingency plan 
  • Mobilise resources against the global humanitarian proposal 
 
Advocacy, coordination and representation  
  • Represent DRC and articulate the key advocacy points in the protection sector working group and cash working group 
  • Coordinate DRC's programme response with the food, shelter/NFI, health and WASH sectors. 
  • Ensure a coordinated approach to the Libya humanitarian response, geographically and by sector. 
  • Represent DRC to relevant national authorities, both as a Tunis based focal point or on deployment in Libya. 
 
About you
 
To be successful in this role you must have: 
Required qualifications  
  • At least 3 years experience in a project/ program management role involving staff supervision and responsibility for developing new and successful proposals 
  • Advanced university degree in a relevant subject, such as human rights law, international relations and/or international development 
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation 
  • Skills in fundraising, budget management and donor reporting/ accountability/ compliance 
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks. Calm and diplomatic in nature. 
  • Experience in capacity building of staff and local partners 
  • Self-motivated, able to take initiative, resilient and able to work independently 
  • Ability to produce timely project proposals and high quality reports 
  • Fluency in written and spoken English 
 
Desirable Qualifications: 
  • At least 1 years experience in the MENA region 
  • At least 5 years’ experience in humanitarian programming, preferably for an International NGO 
  • Previous experience with protection monitoring is strongly desirable 
  • Previous experience with cash programming is an asset 
  • Previous experience with DRC, specifically on implementation of humanitarian activities 
  • Previous work experience and understanding of Libya context 
  • Demonstrable understanding of complex emergencies, specifically in MENA region  
  • Previous experience of designing and implementing projects 
  • Experience of working in remote management  
  • Arabic language skills

We offer 
DRC will offer the successful applicant a six months contract, renewable based on both funding and performance. You must be available to start work from April 2017 and be willing and able to work in Tunis.  
 
Reflecting current security situation in Libya and remote management modalities the Humanitarian Programme Manager will be based in DRC office in Tunis, with potential visits to Libya until the security situation in the country allows full return of expatriate staff
