We are looking for a highly qualified and highly-motivated professional to be part of DRC’s Team in Tripoli, Libya.  
 
 
Who are we? 
 
Danish refugee council has been operating in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include refugees, asylum seekers and economic migrants in Tripoli area and in the south west of the country, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and a field office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.  
  
About the job :
 
The safety officer responsibility is to be responsible for and monitor the overall security situation, enforce Safety regulations and provide sound and timely advice to DRC staff and management in order to support the safe and efficient delivery of program activities in the designated area of operations, assets and staff safety. 
 
 
Duties and Responsibilities :
 
Represent the organization when liaising with the local administrations: 
   
Safety Risk Management :
 
•Conduct the regular Security Risk Assessments (SRAs) as per DRC policy 
•Conduct monthly assessment of the Minimum Operating Safety Standards (MOSS) and Safety Level System (SLS) 
•Manage alert networks in assigned areas of responsibility 
•Ensure timely submission of Safety Incident Reports 
•Assist in the management of security incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned  
 
 
Information: 
 
•Monitor the evolving situation in the area of DRC/DDG operations  
•Facilitate access and operations through the provision of dependable advice to staff and managers 
•When necessary, act as the local focal point for security co-ordination and information sharing between the relevant actors within the area of operations  
•Collect, verify, analyse and report information that affects, or may affect, DRC/DDG operations 
•Establish a network of contacts and represent DRC/DDG at security meetings 
•When necessary, actively participate in INGO security coordination meetings 
•When necessary, provide operational security briefings and orientation to all new and visiting staff  
•Track security related incidents and developments and provide trend/pattern analysis 
 
 
Analysis : 
 
•Identify indicators and key decision points, and link them to the SRA and security phases 
•Assist in training program staff on security procedures, as required  
•Prepare and submit Safety reports and trend analyses, as required 
•Provide advice on program development and implementation 
 
Other: 
•Monitoring and supervision (as required) of security guards, watchmen and SPUs 
•Supervise the implementation of physical and asset protection protocols and regulations 
•Ensure that appropriate access controls are in place for all DRC facilities 
•Advise, assist and control the procurement and issue of security and protective equipment, as required 
•Provide security clearance to staff

About you : 
 
To be successful in this role you must have:  
 
a)Required qualifications:  
 
•Tertiary education (Bachelor minimum) in communication, politics, risk or other related field 
•Proven ability to prioritize tasks and meet deadlines  
•Stable, moral and robust character and a good team-player 
•Strong information technology skills. 
 
 
b)Essential experience: 
•1 – 3 Experience working with NGOs, other international agencies or multinational business

We offer : 
 
DRC will offer the successful applicant a 6 month contract, renewable dependent on both funding and performance. You must be available to start work from March 5th and be willing and able to work in Tripoli, Libya .  
 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
