The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) has been operational in South Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas affected by displacement. NRC currently operates an integrated programme focused on six sectors (core competencies): Education, Shelter, Food Security, WASH, Camp Coordination/Camp Management (CCCM) and Information, Counselling and Legal Assistance (ICLA).
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan NRC focuses both on emergency humanitarian responses and early recovery work.
The purpose of the Program & Communications Coordinator position is to provide essential grant management support to HoP in delivering quality programs in line with the NRC CO strategy and PoA.

Job description

  • Generic Responsibilities
  • Adherence to NRC policies, guidance and procedures
  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming)
  • Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
  • Contribute to the development and revision of funding proposals, budgets and donor reports
  • Be updated on donor priorities and track and share relevant calls for proposals
  • Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
  • Contribute to continuously improving internal grant management systems
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing
  • Coordinate the development and distribution of internal reports
  • Contribute to PCM trainings and usage of the NRC PCM frame work in the CO as delegated by the Head of Programme
  • Support external donor audits
  • Represent with relevant partners and donors as delegated the HoP
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Specific responsibilities
  • Responsible for timely communication with CC Specialists (and Project Managers/Project Coordinators), Area Managers and other relevant staff in the field offices on deadlines and supporting in the writing of reports and donor proposals.
  • Support the effective communications and visibility within NRC team and to external audience
  • Assist in developing, implementing and monitoring communication plans as per donor guidelines
  • Undertake field visits to collect communication information such as case studies, success stories and photos
  • Support in preparing visibility material such as banners, signs, monthly newsletter, share stories for special events.
  • To act as an information resource on South Sudan and provide informative and varied articles from several sources regarding the current political, socio-economic, humanitarian situation.
  • Provide briefing papers and support development of external communication tools as relevant for donor visits/meetings
  • Keep the relevant country management team members informed about all programmatic issues of relevance to the management and coordination of the country program.
  • Prepare country fact sheets and other relevant information pieces for the country program in collaboration with the HoP
  • In cooperation with AM and HoP responsible for timely grants opening and closure
  • Assist with any other duties assigned by the line manager, as and when required.
  • In coordination with HoP develop communication paper on ICLA programing and on post recovery programing opportunities

Qualifications

  • Between 3-5 years of relevant experience within field of expertise
  • Relevant experience from the project management in the humanitarian sector
  • Experience from working with humanitarian and development donors
  • Good understanding of donor rules and regulations
  • Skills and experience in report and proposal writing
  • Strong communication, coordination and interpersonal skills
  • Strong analytical skills (data and financial)
  • Ability to mediate in high-stress scenarios with competing interest
  • Excellent written and oral communication skills in English
  • Above average computer skills

We offer

  • Commencement: March, 2017
  • Contract period: 12 months, with possibility of extension
