The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Shelter/ WASH IM technical officer is to provide overall and technical support to NRC and partner staff in developing and following up on Shelter/ WASH information management systems to support Shelter/ WASH projects related to NRC response and projects in Northern Syria, based in Gaziantep/Turkey.

Job description

  • GENERIC RESPONSIBILITIES
  • Ensure compliance with Education strategy, tools, handbooks, guidelines and standards
  • Promote the rights of beneficiaries in line with the advocacy strategy
  • Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation
  • Shelter/ WASH specific technical responsibility for the quality control and monitoring of project activities
  • Shelter/ WASH specific technical responsibility for project documentation of technical activities of education project(s)
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist

  • SPECIFIC RESPONSIBILITIES

  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flows.
  • Liaise with other staff to understand information management needs and best practice.
  • Design and Maintain information management databases and tools to address Shelter/WASH information management needs.
  • Upload or enter data from a variety of sources into a central data base.
  • Liaise with Shelter/WASH staff to understand information needs and design data capture tools and processes.
  • Supervise data capture activities where appreciate, including ensuring data quality control.
  • Clean data.
  • Responsible for the feedback mechanism.
  • Liaise with the Success Team on mobile data capture, outreach to beneficiaries, and other processes.
  • Undertake analysis necessary for reporting including monthly reports, quarterly reports, donor reports and others.
  • Focal point for Purchase Requests and payments for all SW department, including keeping trucking and follow up of procurement process with Logistic/Procurement department and Finance department.

Qualifications

  • Education: Graduate degree in related field such as information systems management, business administration, computer science, marketing, economics, or sociology
  • Ability to design purpose and context appropriate data capture tools and surveys;
  • Experience with Shelter / WASH.
  • Experience with M&E, information management techniques and establishing information management systems;
  • Strong data interpretation skills, report writing, and data presentation
  • Understanding of key privacy and information management ethical concerns and ability to manage information management activities within ethical guidelines
  • Written and verbal fluency in English and Arabic;
  • Experience in providing training and technical support
  • Knowledge of the context in Syria desired;
  • Experience working with SMS and phone engagement with clients;
