The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Position: Finance Coordinator
Reports to: Finance Manager
Supervision of: Finance Officer
Duty station: Ankara
Travel: 20%

The purpose of a Finance Coordinator is to implement delegated area of responsibility.

Job description

  • GENERIC RESPONSIBILITIES:
  • Implement NRC’s systems and procedures at country level
  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  • Prepare and submit reports and analysis
  • Ensure proper filing of all Finance documents
  • Support line managers in procedures and require Finance team training
  • Management of Finance team
  • Ensure that the accounting, monitoring and reporting are according to procedures
  • Support project staff in financial matters
  • Maintain budget control and monitor cash flow for the area

  • SPECIFIC RESPONSIBILITIES:
  • Supervise finance officer and finance assistant with day to day accounting operations and transactions to ensure all are in accordance with NRC and donor policy and procedures.
  • Ensure the proper filing system is accomplished for all financial transactions.
  • Supervise cash and bank management and follow up daily balances.
  • Supervise the preparation of accurate cash and bank reconciliation.
  • Assist and or prepare budget for new proposals, ensuring donor regulations have been taken into consideration
  • Follow up and assist to update Master Budget on regular basis to ensure all funding gaps are covered, supporting the Country Office to effectively use Master Budget Vs Actual
  • Assist the review of actual versus budget expenditures with the program team and the Country Director.
  • Update and follow up on financial standard requirements for Local Partners (develop checklists for control visits, standardized budget template, budget monitoring template, etc.)
  • Assisting the review of Local Partner financial reports and providing reports on the expense level.
  • Prepare donor reports on timely basis and ensure that all supporting documents are maintained and filed.

Qualifications

  • PROFESSIONAL COMPETENCIES:
  • Experience from working as a Finance Coordinator in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

  • Context related skills, knowledge and experience:
  • Knowledge of the context in the Middle East
  • Experience of financial systems and structures development
  • Experience in Finance during start-up, exit or emergency response phases of operation.
  • Proficiency in MS Excel and MS Word
