Purpose of the Position

Under the overall guidance of the Representative, South Sudan Country Office responsible for the planning, implementation, monitoring and evaluation of activities relating to emergency preparedness and response; manages the UNICEF South Sudan field operations including the supervision of the Chief of Zonal offices. 

 

Major Duties and Responsibilities

1. Undertake assessment of conditions resulting from emergency situations affecting children and women in South Sudan, determine priority for interventions, and identify problems and constraints in order to ensure effective response and service delivery; prepare project proposals and contribute to the preparation of the consolidated Inter-Agency Appeal, Humanitarian Workplan, CHF submission and other related documentation as necessary.

2. Provide overall leadership, guidance and direction for the development of appropriate operational strategies, day to day programme implementation, and in consultation with the Chief Social Policy, M&E, continuous monitoring and regular reporting by zonal offices for programme implementation and management.

3. Support Six or more zonal offices in effective work planning, implementation of activities, office organization, regional operations and logistics; meet with government officials to facilitate operations of the zonal offices. Supervise Chiefs of Field Offices.

4. Support UNCT initiatives in disaster management coordination by representing UNICEF and by reflecting UNICEF positions based on organizational policies and principles. Provide policy advise and technical support to the Resident Coordinator (RC) on the UN system's collaborative programming and monitoring processes; and the humanitarian reform. Provide support to the RC in the assessment and analytical processes for the consolidation of the UN system approach in Disaster Management, with a special focus on Disaster Risk Reduction (DRR). Support the national disaster management and mitigation, in coordination mechanisms and strategy development, and build capacity of UNICEF staff and counterparts on key humanitarian related issues such as Emergency Preparedness and Response, and Disaster Risk Reduction. Take active role in coordinated inter-agency multi-sectoral contingency planning, assessments, analysis and reporting.

5. As part of the senior management team, and taking into consideration field realities, ensure the integration of regular and emergency programme sectors in all stages of the programming process, i.e., the situation analysis/annual needs assessments, CPD and CPAP, Zonal office's Rolling Workplans whenever applicable, programme strategy, planning monitoring and evaluation, and courses for action for achievement of emergency, early recovery and development programmes objectives.

6. In coordination with the programme cluster and Chiefs of Zonal offices, participate with government and NGO partners in the development of strategies, methodologies and identification of new operational approaches for improving programme delivery in emergencies, early recovery and development activities.

7. Develop the EPRP together with Programme and Operations sections, and facilitate the operationalization of the plan including monitoring its implementation and follow up on agreed actions. Coordinate and support the efforts of the Programme section Emergency Focal Persons through regular emergency meetings, to handle specific emergency issues in support of the government preparedness and response efforts.

8. Interact with government and other partners, NGOs, UN and bilateral agencies in the different stages of emergency programme preparedness and field implementation; follow up on implementation of recommendations and agreements related to field implementation.

9. Contribute to the Knowledge management function of the office by assisting in coordination and intersectoral exchange of field information and experience between programme sections and zonal offices including the identification of specific advocacy issues and approaches with counterparts, NGOs and donors.

10. Participate in the development of strong donor contacts and relations, monitoring and updating of emergency programme funding priorities and provide support to Representative in fund raising activities

Qualifications of Successful Candidate

1. Education

Advanced University Degree in related technical field.

*First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.

2. Work Experience

10 years progressive experience at national and international levels in field operations management with strong background in complex humanitarian operations.

3. Language

Fluency in English is required. Another UN working language is an asset.
