The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The NRC Somalia Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission. Operations in the region began in Somali land in 2004, expanded to Puntland in 2006, South Central Somalia and Kenya in 2007.Since 2011, five more programmes have been established in the region: Ethiopia, Yemen, Djibouti, South Sudan & Uganda. Prioritized activities focus on shelter construction; water, hygiene and sanitation;education; food security; protection and information, counselling and legal Assistance (ICLA). The Regional Office is situated in Kenya (Nairobi), with a country office in Addis Ababa (Ethiopia), Juba (South Sudan), Mogadishu (Somalia), Sana'a (Yemen), Djibouti and Adjumani (Uganda)

Job purpose:
The assistant position is to assist in the day to day implementation of the logistic function responsibilities.

Job description

Generic responsibilities:
Adhere to NRC policies, tools, handbooks and guidelines
Assist with the implementation of the support function portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Promote and share ideas for improvement of the support function

Specific responsibilities:
Receive all incoming supplies; inspect and verify for conformity to the order specifications and delivery notes
Maintain proper and clear records of all incoming and outgoing materials
Pack and load materials for dispatch and supervise material loading, and unloading
Ensure availability of storage space, and maintain orderliness and cleanliness of the warehouse
Ensure that only authorized staff are allowed to enter the warehouse and receive supplies or materials
Track movement of materials in the warehouse and returns from the field.
Distribute materials, products, parts and supplies to field staff based on NRC policies and procedure and guidelines.
Review stock details and recommend disposal of excess, expired, defective or obsolete stock
Conduct periodic inventory of stock and ensure that relevant procedural documentations are created, updated, accurate and report on losses, damages or discrepancies
Compile periodic stock reports and submit to supervisor
In liaison with logistics officer implement the procurement planned activities in line with NRC procurement policies and procedures
Receive purchase requests and verify all the relevant details and documents
Prepare procurement documentation for bid committee meetings
Follow up with procurement of supplies and organize for delivery of materials and payment

Qualifications

Professional competencies:
Higher National Diploma in Business Administration, Logistics or related fields
Minimum of 3 years of experience in a similar role
Experience working as a Support Function Officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge of English language
Ability to work under pressure
Accuracy and attention to detail
Willingness to work long hours
Basic computer skills
