Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil and Kirkuk. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees. 

 

Overview:

The Monitoring & Evaluation (M&E) Officer/Accountability will play a key role in maintaining quality programme and at the same time enhancing downward accountability and in improving community participation in Dohuk Area Office. S/he will ensure adherence to NRC policies, handbook, guidelines and donor requirements. S/he will also be responsible to design and support dissemination of relevant information to beneficiary and relevant partners.

The M&E officer will report to the Area Manager and under the technical supervision of the M&E Coordinator/Accountability from country office.  S/he  will play a key role in maintaining quality programme and at the same time enhancing accountability and in improving community participation in our programme activities.

The position will be based in Dohuk with frequent visits to the fields. 

 

Ideal Candidate Profile:

A university graduate in Social Studies, Economics or relevant educational background with experience from working as a Project Officer in humanitarian and recovery/context. The candidate ideally should have previous experience from working in complex and volatile contexts.  The candidate should have ability to receive and handle confidential and sensitive information as well as the ability to collaborate with multiple stakeholders. Fluency in spoken written English, Arabic and Kurdish would be an advantage.  Knowledge of humanitarian principles and code of conduct are essential. 

 

Key Job Tasks and Responsibilities:

  • Implement NRC’s systems and procedures at area level
  • Prepare and submit reports and analysis
  • Coordinate with relevant departments
  • Ensure proper filing of all relevant documents
  • Design and support dissemination of relevant information to beneficiaries, and relevant partners

 

Qualifications

  • University Degree in Social Studies, Economics or related educational backgrounds.  
  • At least 1 year of experience in an NGO preferably experience in dealing with beneficiaries. 
  • Good interpersonal skills.
  • Fluency in spoken written English, Arabic and Kurdish.

 

[10 months contract with extension]

Salary/benefits: 2.535.366 IQD gross salary

Duty Station: Dohuk with frequent visits to the fields.
