Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC commenced operations in Afghanistan in 2011 and is today a leading actor in humanitarian response with membership of the Humanitarian Country Team and recent high-level representation at the Brussels Conference on Afghanistan. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Paki-stan. Within an overall strategic framework of responding to emergencies, seeking solutions to pro-tracted displacement; and tackling root causes, DRC-DDG Afghanistan’s current programming encompasses:  mine action, emergency response, protection, armed violence reduction, and livelihoods. With more than 500 fulltime national and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif and a portfolio in 2016 of USD 13 million, DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan.    
 
 
 
About the role 
 
The Area manager (AM) is responsible for the management, implementation, development and representation of DRC programming in Afghanistan eastern region.  S/he will is directly responsible for the program implementation as well as direct management of support functions in Jalalabad. S/he is to ensure field teams are prepared to respond to emergencies.  
The AM in close collaboration with the program coordinators and other Area managers in different locations will promote program integration while acting as a conduit and focal point for coordination. 
 
The position reports directly to the Head of Programme - DRC. 
The Area Manager will be based in Jalalabad with frequent travels to the Country Head Office in Kabul, Afghanistan. 
 
Duties and Responsibilities
 
In this position, you will be responsible for the following;  
 
Responsibilities: 
 
Program Management and Development 
  • Provide leadership, coordination and integration of DRC activities in the area including, but not limited, to protection, emergency response and livelihoods & empowerment 
  • Direct line management of the staff based in Jalalabad, including recruitment, coaching, capacity building and ensuring interdepartmental co-ordination; 
  • Liaise and closely coordinate with the senior management team in Kabul (PCs, PMs, HoP, HoFA, Safety Advisor  etc.) and fellow AMs in other regions 
  • Ensure a rights-based approach to all DRC programming in his/her area of responsibility; 
  • Take lead in positive, innovative and mutually supportive team building. 
  • Lead the process of adapting DRC national strategy to the local context and circumstances, including the engagement strategy to gradually increase humanitarian access for DRC in the area; 
  • Be a driving force in terms of developing DRC’s program in Eastern Afghanistan and provide input to fundraising efforts, in coordination with the Programme Development Unit and the Country Director; 
  • Actively support the Programme Development Unit and the Head of Program in the development and implementation of area programs and approaches 
  • Draft and present to the DRC country office regular analysis on the context and humanitarian situation in his/her area of responsibility to inform future proposal development processes in the area
Finance, Administration and Logistics
  • Ensure budget spending is in accordance to approved budget and plans for both support function and program activities allocated for the area 
  • Provide budget monitoring, financial control in compliance with DRC country office requirements and as per the Operations Handbook; 
  • Ensure necessary systems in procurement are followed according to DRC Operations Handbook 
Coordination/Representation
  • Act as the main DRC representative in the area and attend all relevant forums/meetings including active participation in the Humanitarian Regional Team (HRT) with the objective to strengthen DRC’s position in the area; 
  • Develop, implement and regularly revise a DRC engagement strategy and acceptance in the area; 
  • Identify and build relationships with authorities and other relevant stakeholders in the area 
Accountability 
  • Guided by the DRC Programme and operations Handbooks, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the area. 
Safety and Security 
  • Act as security manager in the area ensuring adherence to security procedures and monitoring developments in the security situation; 
  • Actively support the country safety department to develop and regularly update the local security plan for his/her area of responsibility; 
  • Be a member of and/or actively support the Crisis Management Team as required and if requested; 
  • Develop and maintain a security focal persons' network in his/her area of responsibility 
Partners management
  • Ensure partners are delivering their activities as per signed grant agreements, and agreed plans and budgets in his/her area 
Monitoring and Evaluation 
  • Ensure implemented projects are in compliance with DRC monitoring, evaluation and learning minimum operating procedures (MELMOP) and country M&E framework 
 
To be successful in this role you must have: 
  
  • A minimum of a Bachelor’s degree in Management, or related field or comparable experience. 
  • Proficiency in English is essential. 
  • Minimum 5 years relevant professional work experience; especially in management role. 
  • At least 3 years in dealing with displacement issues of both internally displaced, returnees and refugees and related international standards/frameworks;  
  • At least 3 years work experience in both development and crisis management; and networking fora. 
  • Excellent interpersonal and negotiation skills with high level of flexibility in a challenging and fast moving multicultural environment. 
  • Excellent organizational skills and ability to determine priorities and respect deadlines. 
  • Proven experience in report writing. 
  • Clear communication, presentation style, good interpersonal and diplomatic skills essential. 
 
We offer 
 
DRC-DDG will offer the successful applicant a 2 years contract, renewable dependent on funding and performance. 
 
Salary and conditions will be in accordance with DRC Afghanistan terms of employment for international staff. This position is classified at level A13 as per DRC Terms of Employment for Expatriates.
