SCA has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives within Health, Education, Rural Livelihoods and Community Governance with a total annual budget of roughly USD 40 million. The total number of staff is more than 5,000 with more than 99% being Afghans. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and two Liaison Offices. In Sweden SCA has around 20 staff working at the Stockholm Management Office (SMO) and around 4,000 members organized in local chapters all over the country.

During the last 10 years SCA has undertaken a change process evolving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. SCA receives funds from various international and private donors, mainly from the Swedish International Development Cooperation Agency (Sida).


Planning and Reporting Unit

Planning and Reporting Unit (PRU) is a strategic unit within the organization that has the oversight, coordination and support responsibility for the planning, reporting, grant management and funding processes/functions in SCA overall under direct supervision of the Country Director/Afghanistan and technical guidance of SCA’s Secretary General.

The unit is responsible for the facilitation of strategic, and annual planning, as well as other major organisational planning processes that requires broad coordination. The unit coordinates the required (by internal demands, donors and governmental authorities) SCA reporting processes and requirements, in particular the macro annual report.

PRU is responsible for leading the implementation and follow-up of the funding strategy and annual resource mobilization plan, and to identify institutional government and private donors and funding opportunities in the country.

The unit is also responsible for the grant management of agreements/contracts for donors based in Afghanistan, and where PRU have been assigned a grant management responsibility in close collaboration with the Programme Department at Kabul Management Office and the Aid Coordination Unit at Stockholm Management Office. The unit supports quality proposal development and project design, in particular ensuring compliance with donor requirements, while undertaking regular follow-up with potential donors. 


Scope of Work

Under the guidance and direct supervision of Head of Planning and Reporting, the Resource Mobilization Specialist supports the overall effort to build partnerships and mobilize an appropriate and sustainable funding base as per SCA’s funding strategy, and resource mobilization plan. The position holder will be a member of Funding Steering Group (FSG), cultivating new funding opportunities and donors, and help FSG to do relevant analysis together with his/her counterpart in Stockholm Management Office (SMO). Furthermore, the position holder is expected to provide quality assurance support to Proposal Development Team (PDT), and to become a member of PDT when assigned. Take active part in compilation and review of the narrative annual work plan, and to ensure individual donor applications are properly addressed in the annual work plan. The Resource Mobilization Specialist is also responsible to build the capacity of respective staff in resource mobilization and proposal development.

Responsibilities

  • Assessing/scanning SCA’s opportunities for resource mobilization and feed the information to the FSG.
  • Support Head of PRU in developing and implementing annual resource mobilisation plan
  • Assist FSG in cultivating new donors, and to provide in depth analysis about new donors to facilitate FSG decision making.
  • Drafting and revision of agreements with donors, as well as with other partners including consortium partnerships.
  • Provide technical support and back-up to the Proposal Development Team, and to take active part in proposal development when assigned.
  • Keep regular contact and cooperate with resource mobilization counterpart in SMO.
  • Ensure compliance of Annual Work Plan with individual donor applications
  • Take part in compilation and edit of Annual Work Plan
  • Identification and formulation of lessons learned and recommendations to be integrated into broader SCA’s knowledge management efforts
  • Build capacity of team members, and respective programme/unit staff in resource mobilization, partnership building and proposal development

Entry Requirements

Qualifications

  • Master Degree, or equivalent, in Business Administration, Economics, Social Sciences, International Relations, or relevant professional fields.
  • At least 5 years of relevant work experience at the national/international level involving multi-stakeholder and multi-sectorial projects, and partnership development.

  • Good communication skills, including the ability to write high quality reports, develop donor proposals, and to articulate ideas in a clear and concise style
  • Excellent interpersonal skills, teamwork and adapt at working with people of diverse cultural and social backgrounds
  • Staff competence development ability in the areas of resource mobilization

Desired competence

  • Knowledge in design, monitoring and evaluation of development projects
  • Familiarity with application of Right Based Approach in developmental context
  • Previous experience in Afghanistan or a similar environment
  • HEAT-training

Contract period: 2 years with an initial 6 months probationary period
