Inter-Agency Basic Needs Coordination Officer

ORGANIZATIONAL CONTEXT

The Inter-Agency Basic Needs Coordination Officer, under the supervision of the Head of Sub Office, and in coordination with other Inter-agency Coordination Officers in BO and in the field, ensures that UNHCR maintains predictable and effective leadership in the Basic Needs Sector in SE Turkey.

The aim is to ensure a more coherent and accountable response by enhanced coordination with government partners and mobilizing groups of agencies, organizations and NGOs to respond in a strategic manner including through multi-purpose cash, shelter, core relief items, contingency stock, WASH and support to public infrastructure and municipalities.

FUNCTIONAL STATEMENT

Accountability
- UNHCR¿s leadership and participation in the inter-agency coordination in the SE for broader humanitarian response is enhanced and ensured.
- Inclusion of key refugee partners for all sectors, respecting their respective mandates and programme priorities; sectorial participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government has undertaken under international refugee laws and human rights laws.
- Responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
- Adequate preparedness planning for new emergencies is in place.
- The AoR has a clear and coherent protection and assistance strategy and incorporates a thorough age, gender and diversity (AGD) analysis.
- The participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.
- A clear and coherent targeting and cash assistance strategy is implemented.
- Monitoring and evaluation mechanisms are integrated in the program delivery.

Responsibility
- Coordinate the South-East Turkey Basic Needs Working Group to ensure needs are met, gaps are filled and duplication avoided.
- Ensure appropriate sector coordination with all relevant stakeholders, including two-way communication channels with the national and provincial coordination levels, and supporting regular field visits to strengthen coordination and response in the basic needs.
- Coordinate and facilitate inter-agency assessments in the basic needs including multi-purpose cash, shelter, wash and Core Relief Items (CRIs) and ensure these are adequately addressed and reflected in multi-sector responses.
- In line with the national basic needs sector strategy, support the operational roll-out of basic tools and standards (i.e. SOPs, referrals, etc.) and coordinate with the working group and the other sectors to ensure these are integrated within the broader response.
- Together with working group members identify sector specific capacity gaps and, based on findings, support the development and roll-out of capacity-building activities to address them.
- Represent the Basic Needs Working Group at the South-East Turkey Inter-Sector Working Group and at the National Basic Needs Sector Working Group.
- Ensure information management systems in support of sector participants, activities and operational decision-making are in place and effective.
- Ensure accountability to affected populations as relevant to the sector.
- Provide other coordination-related support as needed.  

Authority
- Represent the inter-agency coordination in meetings as necessary.
- Ensure adequate monitoring mechanisms are in place to review impact of the sectorial working group and progress against implementation plans.
- Ensure adequate reporting and effective information sharing.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Economics, Business Administration, Law, Social Sciences, Development and related fields.
- Minimum 8 years (6 years with advanced university degree) of experience in progressively responsible functions in coordination.
- 2 or more years of coordination experience of a sector or a cluster.
- Previous experience in one of the following areas: CBI, Shelter, NFIs and/or WASH
- Field experience in programme implementation and coordination.
- Thorough understanding of UNHCR's RCM, protection mandate and core mission.
- Understands recent inter-agency developments, notably the IASC humanitarian framework.
- Knowledge of refugee protection principles and framework.
- Good knowledge of the UN system, its operational procedures and exposure to provision of support services in an International Organization.
- Excellent computer skills and knowledge of MS applications.
- Excellent communication skills with strong interpersonal and negotiation skills.
- Can develop and foster relationships with national and international aid actors including senior staff.
- Excellent command of English and another relevant UN language (written, oral, comprehension) and highly developed drafting skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Working experience in refugee settings.
- Experience with operational research, teaching or administration.
- Demonstrated expertise in community services, community development/organization, social work, social surveys/assessment, counselling, or related areas.
- Exposure to UNHCR specific training/learning activities.
- Knowledge of other relevant UN languages.
- Knowledge of Turkish language.
