Senior Compliance Manager (Supply Chain)

ORGANIZATIONAL CONTEXT
Reporting to the Director of the Division of Emergency, Security and Supply, the Senior Compliance Manager (Supply Chain) will liaise with the Head of the Supply Management Logistics Service and the Head of the Procurement Service of DESS, as well as with other UNHCR Divisions and Bureaux, to oversee, guide and advise on compliance with the Rules and Regulations in the area of supply and propose solutions in case of non-compliance. The incumbent will liaise with SMLS, PS, and other counterparts, to optimise the implementation of the supply chain processes at Headquarters and in the field. S/he will assist in the creation of any new supply policies to ensure that these are in compliance with the existing Rules and Regulations. S/he will be the focal point for all audit queries on supply issues and will coordinate DESS responses in consultation with the Director of DESS. 

FUNCTIONAL STATEMENT.
Accountability
- UNHCR's maintains policies and other guidance documents that comply with the Rules and Regulations.
- UNHCR's senior managers are timely informed of any issues related to compliance/non-compliance with the rules and regulations governing supply chain.
- UNHCR manages critical compliance risks timely and effectively.
- UNHCR has an effective quality management pertaining to core relief items in place.

Responsibility
- Oversee that the implementation of the supply chain is in compliance with the current Rules and Regulations through the gathering and analysis of supply chain information, monitoring of field transactions and activities in the existing business analysis systems.
- Liaise with functional units in Headquarters and examine all internal/external audit reports and all other sources that indicate the status of the well-functioning of UNHCR supply chain
- Ensure that DESS management is kept continually informed of the state of UNHCR supply chain¿s compliance to Rules and Regulations.
- When discrepancies are found, liaise with and ensure that appropriate action is taken by the concerned Units to correct the underlying reasons for the discrepancy to prevent the Organization from risks that could interfere in achieving its objectives. Report to Senior Management within DESS through the normal reporting chain in order to mitigate the impact of any unavoidable risks.
- Develop Key Performance Indicators (KPIs) and balanced Dashboard/Scoreboard to measure and achieve the desired performance level in supply chain functions.
- Participate in evaluation panels and investigate any violations in the way business are conducted, particularly on procurement frauds, and follows-up on their resolutions.   
- Travel to field locations to gather information on irregularities related to procurement and other supply chain transactions and/or frauds while liaising with the respective Investigation/Audit Sections (IGO or OIOS) at Headquarters and recommend fraud prevention measures.
- Advise Senior Management in the areas of enterprise risk assessment as well as the preparation of comprehensive risk management reports, including risk mitigation recommendations.
- Prepare plans to keep SMLS and PMCS in compliance with their legal and contractual obligations in consultation with the Legal Affairs Service (LAS).
- Act as liaison for all audits, internal and external, of UNHCR supply chain processes and ensure that all requested information is provided to the auditors and that their requests are routed to the appropriate Unit within DESS and that responses are provided in a timely manner.
- Monitor all audit reports and other studies performed, and analyse these for indications of trends where the similar problem surfaces in different locations, and based on this analysis recommend appropriate action to be taken.
- Provide advice and participate in the formulation of all supply-related UNHCR policies, instructions and other guidance documents.
- Oversee the work of the quality management team.
- Ensure that adequate principles, procedures and processes on quality management pertaining to core relief items (CRI) are in place.
- Ensure that adequate and regular assessments of suppliers¿ factories are carried out to ensure they meet UNHCR¿s safety, ethical, labour, technical and quality standards.

Authority
- Escalate cases of non-compliance with rules and regulations, accounting and ethical standards and other norms governing supply chain issues.
- Verify supply chain compliance by carrying out review, direct visits/missions and providing a compliance report and proposing solutions in case of non-compliance.
- In coordination with IGO or OIOS, follow up on any violations in the way supply chain transactions are conducted.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Chartered Accountant, or Certified Public Account with 15 years of experience in auditing, investigating and fraud examination, out of which at least 10 years in an international environment.
- Strong leadership skills with significant managerial experience, excellent interpersonal and communication skills.
- Ability to communicate clearly and effectively, both orally and in writing, including the preparation of clear and concise reports.
- Highest standards of honesty and integrity.
- Ability to work effectively in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Knowledge of supply chain processes and field implementation.
- Resourcefulness, initiative, maturity and judgment.
- Working experience with UNHCR Field Offices.
- Knowledge and working experience of PeopleSoft/MSRP Supply Chain applications.
- Working knowledge of more than one UN official language an advantage.
