Snr Inter- Agency Prot Coor Of

Senior Inter- Agency Protection Coordination Officer

ORGANIZATIONAL CONTEXT
UNHCR Turkey co-leads two major appeals in Turkey, the Regional Refugee and Resilience Plan (3RP) with UNDP, and the Regional Refugee and Migrant Response Plan (RRMRP) with IOM. In addition, it is leading the Pillar 4.1 (International Protection and Migration) of the Turkey UN Development and Cooperation Strategy (UNDCS) 2016-2020.

In the context of 3RP, UNHCR coordinates the refugee response and UNDP coordinates the Resilience Response. In the context of the RMRP, UNHCR coordinates the refugee response and IOM coordinates the migrant response.  For non-Syrian persons of concern, UNHCR will remain the lead agency, working closely with concerned authorities to further strengthen the national asylum framework, and advocate for increased participation of UN and NGO partners to this population group. In addition, UNHCR is increasing the level of its involvement in inter-agency coordination, following the ECHO¿s recent approval of the ESSN project to be carried out by WFP, whereby the protection element of the ESSN project is going to be implemented by UNHCR with its strengthened coordination mechanism.

The Senior Inter-Agency Protection Coordination Officer, under the supervision of the Snr Inter-Agency Coordination Officer and functional directives by the Deputy Representative (Protection), performs a dedicated coordination, strategy development, and advocacy function at the national level (Ankara). The Inter-Agency Protection Coordination Officer represents the Protection Sector in Inter-Sector Coordination mechanisms at the national level. The Inter-Agency Protection Coordination Officer advocates for protection mainstreaming in the refugee response and spearheads the integration of cross-cutting issues into the work of the Protection Sector, especially age, gender, and diversity.

The Senior Inter-Agency Protection Coordination Officer is expected to discharge UNHCR's lead role in the Protection Sector, and to represent impartially the interests of sector members, including the provision of active support, as applicable, to sub-working groups within the sector that may be coordinated by other agencies. The Inter-Agency Protection Coordination Officer leads an inter-agency team in an environment that requires high standards of accountability and demonstrable leadership, coordination, negotiation and conflict resolution skills, and in which the principles of partnership and collaboration are essential.
