Solutions Officer

ORGANIZATIONAL CONTEXT
The UNHCR Tanzania operation is one of six operations identified as a multi-year planning pilot and as such the country operation planning is informed by the 2016-2018 Multi-Year, Multi-Partner Protection and Solutions Strategy. The strategy has been developed in consultation with key partners, and identifies objectives that incorporate political, economic, social and legal dimensions. Tanzania is also among the pilot countries to apply the Comprehensive Refugee Response Framework (CRRF) in 2017 as recommended by the UN General Assembly through the adoption of the New York Declaration on Refugees and Migrants. The CRRF in Tanzania aims to address the ongoing emergency of refugees from Burundi, the protracted DR Congolese refugee Situation and support the local integration of naturalized Burundians. UNHCR is one of the founding organisations and an active partner in the Solutions Alliance Tanzania national group, established in early 2016 to work on the local integration of some 200,000 newly nationalized Tanzanians in the Kigoma region. Finally, Tanzania is a pilot country for the UN Delivering As One initiative.

The Solutions Officer is central in supporting the office to pursue a progressive approach to durable solutions by ensuring that planning, project design, and programming, including all protection activities, are in line with and supports the achievement of the Multi-Year, Multi-Partner Protection (MYMP) and Solutions Strategy 2016-2018. The Solutions Officer will also engage in the CRRF process, supporting that the objectives reflect the MYMP Protection Solutions Strategy priorities.

The Solutions Officer reports directly to the Deputy Representative. The incumbent will benefit from functional guidance from the Senior Programme and Protection Officers, and work closely with Programme and Protection Units, CRRF Team at Branch Office and in the field as well as UNHCR field offices.  S/he will also benefit from support from technical units at HQs as appropriate and under the overall direction of the Deputy Representative. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments. External contacts are predominantly with persons on subject matters of importance to Organization's programme (e.g. counterparts in other organizations or at working level in national Governments). The Solutions Officer will liaise closely with the Solutions Alliance on relevant issues, including on joint analyses, programming and coordination on displacement as a development challenge.

FUNCTIONAL STATEMENT
Accountability
- Tanzania country operation is guided by the MYMP Strategy in a coherent and comprehensive manner in pursuit of agreed protection and solutions objectives.
- MYMP Protection and Solutions Strategy is implemented through strategic partnerships with relevant actors ¿ including government, development actors, civil society and the private sector, and persons of concern ¿ and ties into relevant national, regional and global frameworks and planning processes.
- The implementation of the strategy is continuously monitored and the results are reported in a timely manner.

Responsibility
- Support the country office in carrying out the relevant context analysis including mapping of the legal environment, stakeholder mapping and ¿assessment, mapping of available pathways, and gathering information on existing or planned processes or initiatives relevant to the population of concern.
- Assist in developing a country operation plan that is consistent with the Multi-Year Protection and Solutions Strategy and in compliance with the UNHCR Strategic Direction 2017-2021, global strategic priorities and regional priorities as well as with annual programming/planning instructions, and with information on projected resource availability.
- Assist, in the development of strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country, with focus of in-country solution oriented approaches.
- Support, based on lessons learned, the formulation of the next 3-5 year Multi-year Multi-Partner Protection and Solutions Strategy.
- Support the country office in drafting supporting documents for eventual funding applications.
- Assist in the application of solutions tools and methodologies and their adaptation to local contexts, including through trainings of UNHCR and partner staff.
- Assist in ensuring a community-based approach to the implementation of the operation¿s protection and solutions strategy, including through consultations with persons of concern.
- Advise and assist the Livelihoods Officer in the development of market/socio-economic assessments, as well as on legal, community based protection and AGD approaches in identifying new opportunities for livelihood programming to support  refugees¿ self-reliance in Tanzania.
- Assist in managing consultative processes to ensure a consistent application of UNHCR¿s policies/practices related to Comprehensive Refugee Response Frameworks, UN cooperation, ¿Delivering as One¿ initiative, Common Humanitarian Action Plans, UNDAP, 2030 Agenda implementation, etc. 
- Assist to develop and maintain strategic partnerships with UN and other development agencies, civil society actors and the private sector to bring area-based development programmes to communities hosting PoC, in particular in Tabora and Katavi Region, as well as in Kigoma Region where the area-based development programmes are led by the UN Resident Coordinators Office (UN RCO).
- Support the management and coordination of a broad network of partners and assist in capacity development.
- Liaise with and support the CRRF and Solutions Alliance Tanzania national group Secretariat.
- Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of UNHCR projects and activities of strategic partners.
- Undertake proper data collection, use and monitoring of baselines, standards and indicators needed to measure and analyze trends and impacts of UNHCR¿s interventions. In this endeavour, work closely with Protection, Livelihoods, Programme and other sector specific staff on maintaining the technical quality of the data collection in connection with baseline and monitoring.
- Support the Office in the development of mechanisms to assess performance, but more importantly, impact of the strategy and create basis for future review.
- Assist in the reporting on strategy implementation and document lessons learned on the multi-year planning pilot and provide feedback and inputs to the operation and to the Solutions Steering Group at HQ.
- Assist in knowledge sharing across operations in the region and globally.
- Perform other duties as required

Authority
- Provide inputs for the country operations plan as well as prepare funding submissions, and reports.
- Participate in meetings and all other processes that are relevant and related to durable solutions, CRRF, Solutions Alliance, including relevant operations/ programme/ protection meetings.
- Enforce compliance with UNHCR¿s global strategies, protocols and guidelines.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree in Law, International Law, Economics, Development, Political Science, Social Science, International Relations or related field.
- Minimum of 6 years (8 years with a university degree) of relevant work experience in government, UN, bi/multilateral donor agencies, development agency, civil society or private sector.
- Knowledge of (inter)national strategies for multi-partner solutions and humanitarian/development programmes; including multilateral development banks, OECD, UNDP etc.; and how the humanitarian and development systems interact.
- Demonstrated experience in programming, planning, designing/ implementing strategies, especially for solutions and community-based approaches.
- Strong coordination, stakeholder engagement and negotiation skills.
- Experience in working effectively with government authorities.
- Excellent drafting skills in English with an ability to present information in a concise, coherent and useful manner.
- Fluency in oral and written English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Diverse field experience in relevant areas.
- Completion of Protection Learning Programme, Management Learning Programme.
- Computer skills (in MS office).
