Administrative and Finance Officer, NOA, Temporary appointment (Only for Cameroonians)

Purpose of the Position

 Due to different requirements in the Polio Unit due to the increase in the funds received by the Unit and in order to ensure support is provided to administration an finance sections in Yaoundé to support the polio unit with the different program emergency operation support , there is a need for recruiting and Admin/Finance Officer to support to manage all administrative aspects of the unit, the budget , follow-up DCT, support the implementation HACT implementation and related assurance activities.

Key Expected Results

 

  • Provide technical support to the programme counterparts/committees, e.g. review budgets and financial plans of Implementing partners; monitor compliance with HACT framework, including support to assessments, assurance and capacity development of implementing partners.
  • Prepare financial exception reports, highlight unusual activities and transactions and investigate anomalies and keep Supervisor informed for timely action.
  • Review financial and reputational risks in the transactions carried out by the office and raise flags when action is needed by management.
  • Support the control, operations and management of bank, petty and cash on hand accounts in accordance with UNICEF/UN financial regulations and rules and local banking practices. Keep abreast of procedures and regulations regarding maintenance of bank accounts and exchange and interests rates. Keep Supervisor and relevant colleagues informed for timely action.
  • Undertakes delivery and improvement in administrative support and office services including space management, transport services, vehicle use and maintenance, equipment, conference and travel arrangements, document reproduction, communications, mail and delivery services, local procurement and bill payments of utilities.

Key Accountabilities and Duties & Tasks

  • Ensures that all administrative transactions and arrangements of contracts are in compliance with the applicable policies, procedures, rules and regulations. 
  • Participates in the reviews of the contractual arrangements related to administrative support (i.e. courier, premises maintenance, ancillary administrative support, vehicle maintenance, equipment maintenance etc.) to ensure that the terms and conditions of all contracts are being adhered to by providers of services.  Proposes to supervisor any changes that may be required.
  • Monitors payments against contractual obligations.
  • Ensures the timely and cost-effective provision of basic office services including space management, equipment, communications and security to enhance staff safety and productivity.  

Qualifications of Successful Candidate

1- EDUCATION

University degree in accounting, business administration, economics, or developmental studies

2- WORK EXPERIENCE

 Minimum of two (2) years of relevant work experience in Finance, administration and accounting is required, preferably with the UN or other international organization. Experience in audit, assurance activities in development agencies or an international organization is highly desirable.

3-LANGUAGES

  •  Fluency in French (verbal and written) and good notions in English are required.
