International Potato Center POSITION ANNOUNCEMENT

IT Manager

The International Potato Center (CIP) is seeking a highly competent IT Manager who can facilitate the establishment and development of CIP-China Center for Asia Pacific (CCCAP).

The Center: CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweet potato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions. CIP is headquartered in Lima, Peru, with staff and activities in over 30 locations across Asia, Africa, and Latin America. CIP is a member of the CGIAR consortium. CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by the 15 research centers who are members of the CGIAR Consortium in collaboration with hundreds of partner organizations. CCCAP is in the process of opening a sizeable R&D facility in Beijing (Yanqing District), including hiring staff and outfitting the facility with laboratory equipment and furniture. Through its research on root and tuber crops and capacity- building programs, CCCAP aims to boost RTC production in the Asia Pacific region and beyond, accelerate poverty reduction and improve food security.

Deputy Leader – Operations with a technical report line to the Global IT Head.

Duties and Responsibilities:

This position is responsible for leading the design, development and launch of CCCAP IT infrastructure in alignment with CIP Global IT. The position needs to provide the right IT infrastructure solutions to meet our business requirements, build stable IT environment and establish good IT network to support CCCAP growth. This position requires a demonstrated ability to manage a diverse portfolio of requests, quickly mediate between competing priorities, and interact with Global IT, contractors, and Business management while maintaining a regionalperspective and an ability to work with IT department at CIP headquarters. Additional responsibilities include: Provide guidance and direction to plant IT team when any new IT hardware

or infrastructure demand coming, working closely and in partnership with CIP IT team and CIP

Procurement team to identify right solutions with right service provider and right price. The positon

will ensure our service providers deliver good service or products on budget on schedule with good

quality. The position needs to actively take ownership of any new innovative infrastructure ideas in

China,

Typical duties are as follows,

  • Responsible for all new IT initiative for CCCAP;
  • Participate in the ITLT – IT Leadership Team meetings to align initiatives and plans, and to participate on definition plans, priorities, standards and procedures;
  • Be the local IT focal point for all new CIP wide IT initiative or activity;
  • Ensure standardization and commonality for the IT hardware, infrastructure across all sites in CCCAP, in alignment with CIP IT policies and standards;
  • Monitor and evaluate local IT vendors’ service performance and provide input to global IT on common vendors performance at CCCAP;
  • Remain knowledgeable of information technology and organization business operations;
  • Manage lifecycle of all End User Device including Desktops, Laptops, Printers and Mobile phone in alignment with Global IT Operational procedures;
  • Responsible for all PC health status; ensure all computers are properly patched, virus protected and follow CIP’s PC and Laptop configuration standards and have the standard image loaded;
  • Manage local telecommunication systems and contracts including Mobile, Fixed lines and Internet;
  • Responsible for local users training in IT solutions and to manage IT request support through CIP standard ticketing system and provide 1 and certain 2 ndlevel support to local users;
  • Support business expansion in CCCAP, especially leading IT infrastructure installation in alignment with CIP standards and Plans;
  • Execute all IT Procurement requirements in CCCAP in accordance to CIP operational procedures;
  • Perform other duties and tasks as assigned by CIP global IT Leader.

Selection Criteria:

The ideal candidate will have most if not all of the following skills, knowledge, experience and

personal characteristics:

  • Master’s degree in Business, MIS or related field;
  • At least 7 years of experience in a similar position, with proven experience handling IT infrastructure projects e.g. design, implement new plant IT infrastructure solutions.,
  • Strong IT infrastructure knowledge, includes network, telephone system, IPT, etc.;
  • Ability to work well independently and as team member in a multicultural environment.
  • Proactive approach, with ability to find creative ways to solve problems or exploit potentials
  • Ability to work flexible shifts to accommodate customer needs and requests.
  • Excellent spoken and written English and Chinese are required;

Conditions: Non- national interested are allow to apply to this locally based position. These staff

should have a residency status in China. The employment contract will be for a two-year term with
