Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Madagascar became a member of IOM in 2001. Main activities in country to date have related to the preparation of National Migration Profile, assistance to vulnerable migrants, as well as provision of technical support and advisory to the Government of Madagascar (GoM) in the fields of Counter-trafficking, Labour Migration, Migration, Environment and Climate Change, Diaspora engagement, Immigration and Border Management, and Community Stabilization/DTM. IOM is in the process of deepening its partnerships with a number of Ministries, public entities, United Nations Agencies, and NGOs with the delivery of humanitarian support to persons affected by Intense Tropical Cyclone Enawo.

Under the direct supervision of the Chief of Mission, and in coordination with relevant Units at the Regional Office (RO) for Southern Africa in Pretoria, and within the Department of Operations and Emergencies (DOE) at Headquarters, the Programme Officer (DOE) will be responsible and accountable for the general supervision and implementation of all DOE-related activities in country.

Core Functions / Responsibilities:

1. Coordinate and oversee the implementation of IOM Madagascar’s DOE-related projects and activities, including provision of emergency shelter support to persons affected by Cyclone Enawo in Northeastern Madagascar, and DTM and Community Stabilization activities in Southern Madagascar

2. Develop and maintain work plans, implementation strategies, and expenditure plans to ensure timely implementation and achievements of assigned project activities and results. Page 1 / 33. Manage and coordinate the work of assigned projects staff members in operations/logistics, procurement, information management, and monitoring and evaluation.

4. Provide timely analysis, leading to identification of gaps and development of IOM response strategies; and ensure that IOM strategies are adequately reflected in overall humanitarian country strategies and appeals.

5. Develop and sustain conducive working relationships with a broad range of stakeholders involved in the implementation of the assigned projects and activities, including Governmental stakeholders (central and in the regions of operations), United Nations Humanitarian Agencies, Clusters partners, international and local Non-Governmental Organizations, beneficiaries and communities.

6. Act as IOM Technical Focal Point, and represent IOM to technical coordination meetings and platforms relating to assigned projects and activities.

7. Actively support the Chief of Mission in resource mobilization efforts, including through drafting of concept notes and proposals to secure additional funding for DOE-related activities in Madagascar.

8. Undertake duty travel, relating to projects assessments, liaison with counterparts, and project implementation, as required.

9. Contribute to the implementation of the Mission Communication strategy, in coordination with the Communication Focal Point, and in line with donor requirements.

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Law, Security Studies, Social Sciences or related field or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in emergency settings with strong knowledge of IOM/UN project life cycles; • At least two years progressively responsible, relevant experience in coordination and implementation of DOE-related project areas;

• Experience with project development & management and liaison with governments, UN agencies and international cooperating partners; experience in Francophone Africa an advantage;

• Familiarity with IOM/UN administrative and financial management;

• Strong management and facilitation skills;

• Competent use of computer resources.

Languages

Fluency in English and French is required.
