1.         Organizational context

 

The post is located in the Finance Division, Department of Program Planning and Finance, Administration and Management Sector.

 

The Finance Division is responsible for the management of WIPO’s financial accounting and reporting, treasury management and compliance with financial policies and procedures. Included within these responsibilities are the management of the Organization’s cash position, production of statutory financial reports and other financial information, and coordination with oversight and financial control activities such as external and internal audit, the Independent Advisory Oversight Committee (IAOC) and the Joint Inspection Unit (JIU).

 

The incumbent is responsible for managing WIPO’s cash position, ensuring that the organization has sufficient available liquidity to meet expenditures and that cash balances are managed in accordance with WIPO’s investment policy. The incumbent may supervise one or several treasury staff.

 

The incumbent works under the supervision of the Director, Finance Division.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

a)    Lead the development, updating, promotion and implementation of Treasury Management policies and best practices pertaining to cash and liquidity management, foreign exchange risk management, cash investment, banking and counter-party risk exposure management. Monitor, review and adjust, as necessary, the implementation of all Treasury processes and procedures.

 

b)    Plan and manage the Organization’s day-to-day liquidity, real-time cash position, cash operations and short-term cash forecast, the funding of the bank account structure and the liquidity requirements of External Offices. Lead process improvements by increasing the efficiency and effectiveness of internal controls for the disbursement process, revenue management and cash applications.

 

c)    Manage the Organization’s currency risk exposure and the execution of foreign exchange transactions. Develop and implement strategies to minimize the Organization’s foreign currency exposures, including hedging analysis using FX derivative instruments. Lead the development and implementation of FX Netting to increase the efficiency and effectiveness of the Organization’s currency risk exposure management.

 

d)    Provide technical and secretarial support to the Advisory Committee on Investments (ACI) and prepare periodic reporting, including risk and performance measurements. Manage the Organization’s Operating Cash investments. Monitor Core and Strategic Cash investment strategy compliance and lead performance review discussions.

 

e)    Manage the Organization’s banking arrangements, offerings, pricing schedule, fee management and relationships. Establish and maintain all bank accounts in compliance with the Organization’s Financial Regulations and Rules and monitor compliance with counter-party risk limits.

 

f)     Define, develop and review functional and technical requirements for Treasury Management Systems and e-banking platforms.

 

g)    Contribute to Senior Management strategic decision-making by alerting and advising on financial market trends and emerging risks. Collaborate and partner with all divisions/functions of the Organization to deliver the benefits of strategic treasury management. This includes the provision of Treasury functions and advice to External Offices.

 

h)    Lead, plan and control the work of the treasury function ensuring the effective management and efficient use of all financial, human and other resources in accordance with the results based management framework; submit planning and budget proposals and activities in conformity with defined outcomes and objectives; evaluate and monitor individual and team operational performance levels and follow up as appropriate.

 

i)      Represent the Organization at meetings, including of the United Nations common system, and provide authoritative advice on treasury issues; provide/coordinate secretariat services to committees, meetings and other bodies; deliver presentations and prepare reports.

 

j)      Perform other related duties as required.

 

 

3.         Requirements

 

Education

Essential

Advanced university degree in finance, accounting or a related discipline. A relevant first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

 

Desirable

Membership of a Professional Body of Treasurers e.g. ACT or of a Professional Body of Accountants e.g. ACA, CPA etc.

 

Experience

Essential

At least 12 years of professional experience in the field of treasury management of which five at the international level or in the United Nations Common System. Experience of working with an ERP system.

 

Languages

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of written and spoken French.  A commitment to acquire a good level of French will be expected.

 

Knowledge of other UN official languages.

5.         Information

 

Mobility\:  Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2017 rate of 79.3%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
