The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is one of the most prominent humanitarian agencies directly engaged in emergency response in Afghanistan.  The displacement situation in Afghanistan is complex and increasing in Afghanistan, both within the country and across borders.  Through our ten field offices, NRC Afghanistan works in some of the worst-affected provinces of the country, striving for high-quality programming through direct implementation, overcoming barriers to humanitarian access. 

NRC Afghanistan seeks an experienced humanitarian to relentlessly lead a well-coordinated and high quality emergency response to worsening levels of forced displacement in Afghanistan, and to be a courageous advocate of the rights of displaced people.

 

Job description

The purpose of the Emergency Response Manager is to manage primarily the ECHO-funded Emergency Response Mechanism (ERM) programme for NRC Afghanistan through field-based staff, and to support the wider ERM partnership through technical advice and externally-focused advocacy and coordination.  The ER Manager may also support the Programme Unit and the Area Management Teams in responding to unfolding emergencies as surge support.  In addition, the Emergency Response Manager is responsible for monitoring, train, capacity build technical staff related to the emergency response.  It is a managerial position with specialist competences in the area of emergency response, requiring a strong understanding of cash-based interventions and high-risk programming.

More specifically the responsibilities include:

  • Develop strategy, technical guidance and SOPs for the emergency response. Allocate resources to area offices as per developed strategy
  • In close collaboration with the CC specialists contribute to the development of macro LFAs reflecting the emergency response strategies and approach
  • Responsible for developing and quality compliance of all donor proposals, budgets and donor reports related to Emergency response
  • Follow up of compliance of donor contractual commitments within the emergency response; ensure high technical quality and synergies in project implementation.
  • Identify trends, technical standards, and donor priorities 
  • Represent NRC in relevant forums/Clusters, including in meetings with national authorities and donors at national level related to emergency response

In addition to this the position also have responsibility for:

  • Context analysis and development of scenarios for potential displacements in relation to the emergency response and sharing this information to relevant stakeholders.
  • Providing support with countrywide contingency planning and prepositioning of supplies if needed.
  • Performance management of emergency response field staff
  • In close collaboration with the M&E Coordinator/Manager, ensuring the development of quality control, accountability and monitoring/evaluation standards for the emergency response
  • Providing surge support in a location in the event of unfolding medium or large-scale emergencies
  • Undertaking regular spot checks, observation missions, field support missions
  • Supporting advocacy and communications regarding conflict-induced internal displacement, and secondary displacement of returnees (and undocumented Afghans) within Afghanistan

 

Qualifications

  • Post-graduate with minimum 5 years of experience within technical expertise area in a humanitarian context
  • Experience from working in complex and volatile contexts
  • Emergency Response expertise
  • Humanitarian coordination experience
  • Strong managerial and interpersonal skills
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

  • Experience of emergency response programming in conflict or high-risk contexts

  • Knowledge of the Afghanistan context (desirable)

We offer

Commencement: As soon as possible
Contract period: 18 months
Salary/benefits: According to NRC’s International terms and conditions.
Duty station: Kabul, with frequent travel to the NRC field offices and emergency response sites throughout Afghanistan. This is an unaccompanied post/non-family duty station, with shared accommodation of moderate standard.
Due to high levels of insecurity, recreational and social facilities are very limited.
All international staff working in Afghanistan are obliged to pay income tax.
Medical certificate will be required before contract commencement.
