Senior Officer, Knowledge and Communication

GGGI is supporting the Government of Rwanda to implement its Green Growth and Climate Resilience Strategy through strengthening the National Fund for Climate Change and Environment (FONERWA) whose mandate is the pursuit of a green economy for Rwanda. The Fund has in this regard sought to pursue an increase in the local, regional and international understanding and awareness of the fund. FONERWA is primarily designed as a grant-based, demand-led basket fund that accepts project proposals on a biannual basis through a competitive call for proposal process. FONERWA is capitalized from grants and aid, donations and bequests, as well as domestic environmental fines and environmental impact assessment fees. FONERWA’s Secretariat is management by a Fund Management Team whose role is to ensure a smooth operation of the Fund.

The Senior Communications Officer will therefore, be in charge of developing substantive inputs and analyses to the Rwanda Country program Communications strategy. The post holder will ensure the delivery and reporting internally and externally of GGGI activities in line with GGGI corporate policies, standards and protocols.

PURPOSE

  • Increase the public awareness about the impact and success of FONERWA at local, regional, and international level through the development of communication materials such as weekly media reviews, environment and natural resources news coverage as well as coverage of national events relevant to green growth initiatives including Rwanda features at international events such as COP.
  • Improve the internal and sector wide capacity to communicate the work of the fund to the wider stakeholders both at the national and international level. These will support knowledge sharing and lessons learnt from a south-south and north-south cooperation perspective on green financing.
  • Promote green growth as a national priority in Rwanda to build internal and external support

ENGAGEMENT

  • Advise the Country Representative, Fund Manager and Team with evidence and data driven substantive inputs and analyses on Rwanda country program communication activities
  • Lead the development, assessment and implementation of communication briefs with government partners and the wider stakeholders
  • Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Coordinate communications outreach at key environment and climate change events/meetings/workshops both locally and internationally and provide reporting for internal and external stakeholders
  • Coordinate FONERWA audiovisual content and disseminate it nationally and internationally including short and feature films to be used strategically online, at events and as part of a press kit
  • Develop communications content that can be repurposed into multiple communications tools (print, web, social media, press kit) and used as the national and international level including outreach brochure, fact sheets, and success stories.

DELIVERY

  • Develop working relationships with local, regional and international media and conduct public relations for the Country program
  • Manage the Fund’s website content and communications outreach online
  • Support in the management of the Country program events – especially as it relates to communications and media outreach
  • Develop communications resources for Environment and Natural Resources sector representatives to share the work of FONERWA and build support for it, locally and internationally including press releases, speeches, articles and other communications content
  • Update and maintain FONERWA publications in terms of official website, social media, lessons learned,
  • Collect relevant data on the fund, outreach activities and funded projects and disseminate it to the relevant audience/stakeholders i.e. development partners, government, prospective applicants, media etc.
  • Train and provide capacity building to GGGI Country Team, Ministry of Natural Resources Communication team, and Fund Management Team

 

QUALIFICATIONS

  • Advanced degree (master’s or equivalent) in a relevant field such as Journalism, Information Communications Technology, Public Relations, Marketing, Environmental Policy or related area and/or minimum 8 years work experience in related fields
  • Knowledge of environment climate change in the Rwanda /developing country context and wider international development agenda is a definite advantage 
  • Practical knowledge of government of Rwanda procedures and protocols though direct experience of working with the Government would be an added advantage;
  • Experience dealing with government policy makers’ and development partners in a low income country
  • Excellent written and verbal English communication skills.
  • A working relationship and understanding of diverse cultures, priorities and contemporary needs of the public/private sector in the context of ICT
  • Ability and/or experience to influence change to institutional landscape and processes

FUNCTIONAL

  • Demonstrated experience in strategic thinking, preparing reports, including the types of analysis specific to the objectives and scope of this position.
  • Demonstrated ability to represent organizations to government officials and develop and carry-out a strategy
  • Demonstrated team management experience in multicultural setting
  • Demonstrated capacity in facilitating in-depth and effective stakeholder dialogues while maintaining a strong sense of realism with regard to country conditions.
  • Demonstrated ability to convincingly analyze and disseminate information to a diverse range of stakeholders to ensure good understanding of the country program activities
  • Outstanding interpersonal and stakeholder engagement skills, and consensus building skills, able to foster strong relationships with key private sector actors, financial institutions and responsive to government needs
  • Flexibility, responsiveness, and ability to manage multiple activities to tight deadlines, and with demonstrated ability to lead and work in multidisciplinary teams;
  • Ability to work independently with minimal supervision.
  • Experience of working in an international organization or firm is a benefit although not essential
