The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and South & Central), Kenya, Ethiopia Yemen, Djibouti and South Sudan.

The purpose of the officer position is day to day implementation of the Education Projects. Use actions words such as ensure, implement or assist for the position relevant responsibilities

Job description

Ensure adherence with NRC policies, tools, handbooks and guidelines
Implement delegated CC project portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Promote and share ideas for technical improvement
Conduct school and youth training centres daily supervision.
Coordinate assessments, progress tracking and sensitization/mobilization; and follow-ups.
Coordinate with TVET actors including the Ministry of Education (MoE), Ministry of Youth and Sports (MOYS), local education partners, NGOs, UN Agencies and other stakeholders
Monitor, evaluate and ensure that the Project activities are consistent with plans, budget lines and NRC’s policies and standards.
Contribute to the development of operational activity plans, budget proposals and project narrative reports
Support the capacity building of the Ministry of Education/Ministry of Youth and Sports, Community Education Committees (CECs), Teachers, Instructors and Community Leaders.
Ensure timely procurement and distribution of tools and toolkits at YEP centres.
Support future expansion of YEP activities in Mogadishu and surrounding areas.
Prepare and submit field reports, biweekly reports, and monthly project reports, quarterly and situational reports to the project coordinator.

Qualifications

Degree in Education, Business Administration or any related courses
Experience from working as education officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own manager skills/profile
Fluency in English, both written and verbal
