Purpose of the post

The ICRC aims at developing a process and tool that will allow Operations to deliver services to individuals in need of Protection and/or Assistance in a way that ensures effective coordination of multidisciplinary responses for the ultimate aim of providing beneficiaries with the best possible service in a dignified manner. This will be done through the development of a unique beneficiary registration identifier and a system that will allow Protection and Assistance to track the parcours of and services provided to a registered individual. The Business Analyst will run the feasibility study of this project, taking into consideration the ICRC Data protection framework as well as the new Data management model validated by the Directorate.

Main duties and responsibilities

  • Run the feasibility study on a day-to-day basis, on behalf of a Steering Group.
  • Propose, organize, and lead a process aiming at defining an integrated ‘beneficiary-centric’ case management approach underlying the work of Assistance and Protection Division.
  • Understand and document business activities, processes, scope and specificities linked to case management in the different Protection and Assistance métiers, highlighting specificities and similarities of each métier.
  • Map existing tools currently used for case management; analyze their similarities and differences in terms of data, data model and processes
  • Make an inventory of the set of mandatory data covering the needs in terms of traceability of services delivered to a beneficiary
  • Identify, challenge and document business needs of in terms of case management, by running brainstorming sessions, interviews, consultations and workshops with the different stakeholders
  • Identify the common operational data sets needed by the different metiers / units to support their operations and decision making (for example affected population, damages to infrastructure, reference places, etc.) and demonstrate multidisciplinary and transversal approach of ICRC response
  • Define processes and data management model for a transversal case management
  • Engage PROT and ASSIST units at all stages of the study, to ensure that end-user requests are taken into consideration and that the solution will effectively address their needs, and through this way create and foster ownership.
  • Conduct a short market study on available case management solutions currently used outside ICRC. Draft a SWOT for each of them, taking into consideration needs expressed by the métiers and assess their potential use as a transversal case management tool for ICRC
  • Report to the Governance / Steering Group.
  • Prepare the final report and draft the mandate for the case management project, including an analysis of scope, planning, business case and different scenarios with implications from the organizational, operational and financial perspectives, as well as considerations about the change management. 

Education and experience required

  • Master in Business Analysis or equivalent
  • Expertise in data and case management, data modelling information and organizational systems.
  • Knowledge, understanding, or experience in interoperability of humanitarian data, databases and platforms an asset
  • Understanding of project management (including risk and change management).
  • Excellent oral and written communication skills in English; French an asset.

Desired profile and skills

  • Knowledge / understanding of the ICRC, especially of the Protection and Assistance divisions, programs, working processes and interactions with other divisions, an asset
  • Strong analytical and organizational skills; ability to synthesize the information; solution oriented.
  • Sense of initiative; capacity to orient and prioritize.
  • Proven ability to work in a team, mobilize and motivate.
