The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. Job description

• Line management of Shelter/WASH project field technical staff
• Ensure compliance with NRC policies, guidelines and standards
• Ensure compliance with Shelter strategy, tools, handbooks, guidelines and standards
• Shelter specific technical responsibility for implementation of technical activities of Shelter project(s)
• Shelter specific technical responsibility for tracking of financial expenditures for technical activities of Shelter project(s)
• Shelter/WASH specific technical responsibility for the quality control and monitoring of project activities
• Shelter/WASH specific technical responsibility for project documentation of technical activities of Shelter project(s)
• Ensure weekly reporting to Shelter/WASH coordinator
• Provide specific technical support and capacity building towards project staff
• Provide specific technical analysis and feedback to NRC representatives in coordination forums
• Assess, promote and document ideas for technical improvement and further program development options
• Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• Promote the rights of refugees in line with the advocacy strategy
• Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)
• Assessment of sites, and/or buildings to be used as communal facilities, community centres or accommodations for beneficiaries and design repairs and/or refurbishment needed to adapt them to needs.
• Produce all required technical drawings and bill of quantities before works implementation
• Ensure quality controls and issue certification of completion after works implementation
• Ensure that all facilities meet INEE and Sphere standards
• Ensure compliance with the National normative and regulations (eg. Greek Building Code, Fire Safety regulations, Construction regulation, etc) and liaise with relevant Greek authorities (eg. approvals, certification, utilities etc.).
• Ensure that all contractors sign and respect NRC Code of conduct

Qualifications

• Experience from working within technical expertise area in a humanitarian/ recovery context
• Previous experience from working in complex and volatile contexts
• Shelter and/or WASH expertise
• Team management (planning, reporting, supervision)
• Documented results related to the position’s responsibilities
• Fluency in English and Greek, both written and verbal
• Excellent proficiency in Office package, Autocad and Sketch up or similar application
• Understanding of the Refugee crisis in Greece
• At least 3 years of experience in construction, design and supervision,
• Civil engineer degree or Hydraulic/Mechanical/Electrical engineering degrees and certification according to the Greek law
• Knowledge and/or experience on heating system is a plus
• Knowledge and/or experience on electrical network design is a plus
• Knowledge and or experience on fire safety plan/study is a plus
• Fluency in Greek, both written and verbal
• Very Good knowledge of construction related Greek normative and regulations
• Working knowledge of Arabic or Farsi is a plus
