The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) has been operational in South Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas affected by displacement. NRC currently operates an integrated programme focused on six sectors (core competencies): Education, Shelter, Food Security, WASH, Camp Coordination/Camp Management (CCCM) and Information, Counselling and Legal Assistance (ICLA).
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan NRC focuses both on emergency humanitarian responses and early recovery work.
The Project Manager will report to the Emergency Response Manager. He/she will
Supervise Field Security Coordinator, Nutrition Coordinator and Logistic/Drop Zone Coordinator.

Job description

  • General responsibilities
  • Develop, coordinate and manage a Food Security Rapid Response project in line with proposals, strategies and donor requirements
  • Manage, train and develop the mobile Food Security Rapid Response Team (FS-RRT)
  • Ensure high technical quality and transparent processes
  • Adherence to Food Security tools and handbooks and other NRC policies
  • Represent Food Security Rapid Response in internal and external forums
  • Responsible for project documentation
  • Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements
  • Transparent and cost efficient procurement of goods
  • Promote the rights of IDPs/returnees and explore and asses new and better ways to assist
  • Implement project specific protection priorities

  • Specific responsibilities
  • Recruitment, training and management of the team in gap analysis, need assessment, conducting registration, receiving commodities and distributing to beneficiaries in hard-to-reach locations adversely affected by the conflict
  • Develop NRC Internal Framework for Food Security assessment and emergency related interventions
  • Ensuring team member are aware of the NRC and UN Code of Conduct (CoC)
  • Ensuring all team members are aware of the do’s and don’ts when undertaking the distributions e.g. Respect cultural norms, Do no harm, Confidentiality, Impartiality, Gender sensitivity, Field appropriate clothing
  • Ensure all necessary NFIs are collected and transported with the team e.g. but not limited to the following: Water and water treatment chemicals, shelters/tents and beddings, First AID kits, Food, Communication equipment
  • Ensure operational linkages and representation with WFP and others relevant UN Agencies, Clusters and relevant working groups and NGO partners
  • Ensure team members follow the WFP food distribution guidelines and are providing necessary nutrition screening and referral in the case of malnourished children
  • Providing oversight of the entire process, including: Community mobilization and coordination with local authorities, Registration and nutrition screening, Reception of commodities by airdrops/lifts, Distribution and monitoring, Post distribution activities, including reconciliation of all data and documentation
  • Liaise with the WFP Country Office for any operational issues beyond the scope of the planned activities
  • Develop assessments, project proposals, reports and technical and financial documentation for submission to donors
  • Compile emergency related internal (bi-weekly, monthly, quarterly) and external (interim and final) reports in the Country / Area of responsibility
  • Responsible for ensuring that emergency program-related finance and budgets are in line with required standards
  • Responsible for nurturing a constructive co-operation and healthy integration with other NRC programs in Country / Area of operation, national and local authorities, other international and local NGOs as well as

Qualifications

  • Generic professional competencies:
  • Relevant university degree or higher education, preferably in food security
  • 5 years of experience from working as a Project Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical expertise in Emergency Food Security and Livelihood required
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

  • Knowledge of the context in South Sudan
  • Experience with start-up, exit or similar
  • Solid understanding and experience of crisis contexts and working in complex emergencies.
