Context:

In Kachin and Northern Shan State it is estimated that at least 120,000 people have been affected by the fighting between the Myanmar Army and various Ethnic Armed Groups (EAGs). It is estimated that more than 90,000 IDPs currently reside in camps or camp-like settings located in Government-Controlled Areas (GCAs) and Non-Government Controlled Areas (NGCAs), and an unknown number displaced. Limited relocations – returns and resettlement, planned or spontaneous – are expected in 2017, however great uncertainties remain. Recent returns and resettlement experiences have highlighted the significant challenges, including protection risks, calling for a progressive and measured approach to durable solutions, particularly returns, in the absence of comprehensive peace agreement guiding a post-conflict recovery strategy.

Under the overall guidance of the Chief of Mission in Yangon, Myanmar and the direct supervision of the Programme Manager (Emergency Post Crisis and Preparedness (EPC-P)) in Sittwe, Myanmar, and in close coordination with Migrant Protection Unit (MPU) and other units within the Mission, the successful candidate will be responsible for the management of the Myitkyina Sub-Office and the ongoing projects in Kachin and Northern Shan States including but

not limited to: IOM’s Camp Coordination and Camp Management (CCCM) and Community Stabilization (CS) through livelihood programming in Kachin and Northern Shan States. S/he ensures that IOM CCCM and CS activities are in line with Cluster policies and strategies. S/he will also support the implementation of protection activities, including protection mainstreaming Page 1 / 4considerations across all programmes.

Core Functions / Responsibilities:

1. Attend to the sub-national CCCM Cluster and Food Security Working Group and provide contextualized and technical inputs in line with CCCM and CS global policies to guide strategic recommendations accordingly for IOM field operations in Kachin and Northern Shan States. 2. As Head of Sub-Office for Kachin State, lead the planning and monitoring of an effective implementation of IOMs CCCM and CS operation in Kachin State in close coordination with the Programme Manager (EPC-P).

3. Draft concept notes and proposals in view of expanding current livelihoods activities in Internally Displaced Person (IDP) camps as well as in return or relocation areas and identify local partners for collaboration and implementation.

4. Assist the Programme Manager with the effective allocation and supervision of human and financial resources in relation to IOM CCCM and CS program.

5. Support the mainstreaming of DRR, protection, safe migration and counter-trafficking (CT), within existing CCCM and CS activities in close coordination with other IOM Myanmar Program Units.

6. Support the Programme Manager in monitoring and assessing migration dynamic, trends / patterns of human trafficking and risks associated with irregular migration in Kachin and Northern Shan States, identify problems/gaps and propose priorities, timely practical actions to respond to particular protection problems.

7. Represent IOM in the Area Humanitarian Country Team (AHCT), protection and other relevant meetings in Kachin and northern Shan State.

8. Work closely and establish relations with local authorities, particularly with counterpart ministries, the UN agencies, and international organizations, and NGOs, CSOs, CBOs to encourage remedies for and address protection problems affecting vulnerable groups, including victims of trafficking, at risk internally displaced people, vulnerable migrants, vulnerable communities and other affected populations.

9. In close coordination and under the technical guidance of MPU Program Manager, support the implementation of migrant protection program activities in Kachin and Northern Shan States in preventing human trafficking, awareness raising, and providing direct assistance and reintegration support to victims of human trafficking and other vulnerable migrants. 10. In close coordination with the Programme Manager and the Resource Management Unit in Yangon, monitor and evaluate IOM’s CCCM and CS activities and provide required inputs to ensure proper financial and narrative reporting as required by donors. 11. Support the Information Management Officer in facilitating the smooth implementation of the Displacement Tracking Matrix (DTM) activities in Kachin and Northern Shan States. 12. Support the CCCM Cluster’s engagement on contingency planning, and if necessary the operational side of resettlement activities, whilst supporting the coordinated approach to durable solutions for Internally Displaced Persons (IDPs).

13. Undertake duty travel as required.

Education

• Master’s degree in Social Sciences, International Relations, Public Health, Management or a related field from an accredited academic institution with at least two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

Protection, specially Gender Based Violence and Counter Trafficking;

• Work experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as experience in the region, is an asset; • Good knowledge of UN, IOM and NGO mandates and programmes in the humanitarian responses, IDPs, post conflict construction and development;

• Familiarity with financial management and good level of computer literacy, including database applications.

Languages

Fluency in English is required. Working knowledge of Myanmar (Burmese) is an advantage. Desirable Competencies:
