Context:

Under the direct supervision of the Chief of Mission (CoM) in Chad, the successful candidate will be responsible and accountable for the management of “The Durable solutions for the Chadian Returnees from CAR Project” and the residual emergency and post-emergency on-going projects.

Core Functions / Responsibilities:

1. Manage post-crisis projects and monitor daily project activities both in N’Djamena and in field sub-offices, including project staff and the operational budget.

2. Provide continual assessment of the operating context in Chad, including analysis of political, security, economic and social trends impacting stability in the country. 3. Act as the focal point for the IOM Regional Office (RO) in Dakar on both emergency and post-emergency operations in Chad.

4. Serve as cluster coordinator or co-facilitator to Shelter / NFI / CCCM cluster and supervise the contribution of project officers and national colleagues to the cluster. Page 1 / 45. Monitor the project implementation, expenditures and reporting together with Project Officers and the Resource Management Officer (RMO).

6. Act as the Project Development Officer (PDO) in developing new project proposals as well as train national staff in Project Development (PD).

7. Train local counterparts on Displacement Tracking Matrix (DTM) activities within country and supervise the DTM team in designing and carrying out data collection activities including registration, profiling, movement intention surveys, focus group discussions and other qualitative and quantitative studies. Ensure that the data is regularly updated and reports are produced and disseminated through the local government counterparts.

8. Liaise and coordinate with relevant stakeholders, such as national and local government counterparts, civil society groups, national and international organizations and existing business networks on IOM emergency and post-emergency work in Chad.

9. Liaise with the donors and ensure provision of timely updates on project activities. 10. Ensure that the IOM office’s newsletters are regularly updated and produced on timely basis.

11. Ensure that accurate and relevant information is shared and coordinated with local authorities and traditional leaders as well as beneficiaries on project objectives, strategies, achievements and constraints in the field.

12. Identify project implementation partners and ensure that their selection is in line with IOM rules and regulations and, project objectives, and the principles of Do No Harm. 13. Establish a network with government counterparts and businesses partners in terms of marketing project products, such as those produced by the women cooperatives under the socio-economic reintegration project.

14. Ensure full adherence to the principals of the Do No Harm Framework throughout the project implementation process.

15. Develop and conduct monitoring and evaluation exercises and produce periodic monitoring reports.

16. Undertake duty travel to the project implementation sites up to 50% of total work time. 17. Ensure full compliance with lessons learnt on similar IOM projects in the country and in line with regulations developed by the IOM Chad.

18. Ensure timely and quality submission of project reports and new the proposals in accordance with IOM and donor formats and prepare regular updates, project summaries, press releases and other relevant visibility materials according to the specific project’s needs. 19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Political Science, Human Rights, International Relations, Peace and Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Page 2 / 4Experience

• Experience in implementing post-conflict reintegration projects in fragile post-conflict environments;

• Experience in project management preferably in the post-conflict recovery field; • Knowledge of IOM/UN rules and regulations concerning procurement, reporting and public information;

• Thorough knowledge of the Do No Harm Framework;

• Previous work experience in a diverse and challenging multicultural work environment; • Experience work with government counterparts;

• Previous work experience in Chad preferably in managing both emergency and

post-emergency projects;

• Experience in managing projects funded by the Government of Japan is advantageous; • Knowledge of conflict context in eastern, western and northern Chad is an advantage; • Willingness to travel to remote areas.

Languages

Fluency in English and French is required. Working knowledge of Arabic is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
