NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Job Description

 

A job description is a written statement that describes the employee’s role and responsibilities. The role and responsibilities shall be executed within the NRC framework. Duty station                                 :Gaziantep

Travel                                            :20%, primarily in surrounding provinces & between Gaziantep and Ankara

Duration and type of contract  : 6 months

  1. Role and responsibilities

The Officer within NRC Turkey’s Information, Counselling and Legal Assistance (ICLA) programme helps deliver information and counselling services on various topics, including legal and civil documentation, housing, land and property rights and work rights, through outreach and at NRC’s and its partners’ offices.

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated ICLA programme portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target, reach and assist those most in need, and explore and assess new and better ways to assist NRC’s target groups
  6. Promote and share ideas for technical improvements of NRC’s programme and operations

               Specific responsibilities

  • Through mobile group information sessions and radio shows, raise awareness on housing tenure, civil documentation or labour rights and procedures for accessing social services;
  • Provide beneficiaries with mobile counselling services (i.e. legal advice and referral) on relevant  rights, procedural requirements and how to exercise them;
  • Referral of beneficiaries, who are unable to claim or realize their labour, housing tenure or civil documentation rights on their own, to Legal Officers or external partners for legal assistance services;
  • Input and update beneficiary data into NRC’s ICLA case management tools, and periodically disaggregate and analyse data gathered during information & counselling activities in order to identify trends and inform decision-making;
  • Compile up-to-date information on relevant laws, procedures, and practices relevant to ICLA services in Turkey;
  • Support ICLA Project Manager and Coordinator in initiating and/or strengthening of NRC ICLA dialogue with local authorities in NRC’s areas of operation;
  • Undertake regular monitoring & evaluation of ICLA activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes;

  • Adhere to ICLA policies, donor agreements, work plans, budgets and procurement plans;
  • Adhere to NRC’s Human Resource, Financial, Logistics & Security policies and procedures, and coordinate with these support departments to ensure timely implementation of ICLA activities;

  • Any other task relevant to the position as requested by the line manager.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

•             Staff capacity Building: ICLA Specialist/regional Advisor

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Strong communication, interpersonal, analytical and negotiation skills
  • Proven skills and experience in report writing, and representing an organization in public forums
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines

Context/ Specific skills, knowledge and experience: 

  • A University degree in law is preferred; alternatively a degree in social science, political science or related subject will be considered
  • Previous experience in the Protection sector, including familiarity with civil documentation, labour or housing tenure laws, procedures and practices applicable in Turkey
  • At least 3 years’ experience in delivering awareness raising sessions, and/or as provision of one-on-one counselling and referral services to vulnerable beneficiaries
  • Proven skills and experience in case management and referral mechanisms
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook
  • Fluency in written and spoken Turkish and Arabic languages. Knowledge of English language is added value.
