Context:

Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Manager (LMHD) and in close coordination with the Coordinator for Migration Management & Senior Donor Liaison Officer and other the relevant Programme Coordinators and Resource Management Unit, the successful candidate will be responsible for contributing to the planning, implementation, monitoring and evaluation of IOM programmes in Somalia. At the same time s/he will serve as Project Officer for the Migration for Development Africa (MIDA) Project funded by the Government of Finland (MIDA FINNSOM) Somaliland project providing support for the management and coordination of the project, under the technical supervision of the Head of Division for Labour Mobility and Human Development.

Core Functions / Responsibilities:

As Head of Sub-office:

1. Develop and maintain dialogue related to the safety and security of IOM staff and protection of missions assets with local and national security services, the UN Department of Safety and Security (UNDSS), and the government sector. Properly maintain vehicles and ensure MOSS compliance in all activities.

Page 1 / 42. Oversee the administrative functions of the sub-office, including, but not limited to: a) Managing staff and ensuring IOM rules and regulations are implemented; b) Monitoring and supervising the financial expenditures of the office; c) Approving payments and managing funds;

d) Supervising procurement and logistics services, including contracts with suppliers of goods and services.

3. Contribute to establishing and maintaining strong partnership and liaison with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders; promoting dialogue, information sharing and cooperation among government and non-government actors.

4. Represent IOM in Somaliland to coordinate programme activities with the Government of Somaliland and the United Nations to ensure effective programme implementation, under the guidance of Chief of Mission.

5. Be responsible for continually monitoring Mission’s the on-going activities throughout Somaliland in accordance with Mission’s strategic objectives.

6. Identify new project opportunities and contribute to development of new concept notes and project proposals in line with Missions strategic objectives.

As Project Officer:

7. Coordinate and support the management of the MIDA FINNSOM Somaliland project. 8. Provide financial, administrative and programmatic support for all LHD’s activities in Somaliland.

9. Participate in the recruitment and placement process of MIDA experts and provide overall supervision for the assignments.

10. Establish and maintain an effective communication mechanism between the MIDA participants, host institutions, IOM and the Ministry of Health.

11. Carry out institutional needs assessments and support project monitoring by carrying out monitoring missions to projects’ locations in Somaliland, to track projects' progress and recommend and take action as appropriate.

12. Participate in the Health Coordination and other relevant key coordinating meetings and groups relevant to the Division of Labour Mobility and Human Development. 13. Contribute to regular reporting on project achievements, challenges encountered, pertinent developments and strategic needs, as well as provide input for donor narrative reports.

14. Support collection of success stories and case studies that could be shared with public in donor countries and with donors to increase awareness and visibility of Somali diaspora’s contribution for official development aid in diaspora countries and for development in their country of origin.

15. Closely work with other health actors for establishment of partnerships and creation of synergies for achievement of greater impact; and explore possibilities of creating private public partnerships, with companies from Finland and other countries hosting Somali diaspora. 16. Assist with provision and coordination of inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.

Page 2 / 417. Establish and maintain contacts with diaspora associations in European countries; with focus on Nordic countries to raise awareness on MIDA & other diaspora engagement initiatives. 18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Development, Public Health, Peace and Conflict Resolution, Social and/or Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in the field of international development or humanitarian work in complex emergency and highly insecure settings;

• Demonstrated experience in Migration and Development issues, working on institutional-capacity building through engagement of diaspora in particular; • Knowledge of Somaliland and working with Somali diaspora or Somali government institution-building;

• Experience in project management and implementation and monitoring programme activities; • Experience in resource mobilization, writing project proposals and reports; • Strong computer skills, specifically hands-on experience in usage of MS Office. Languages

Fluency in English is required. Working knowledge of Somali is an advantage. Note

With possible duty travel in all regions of Somalia.
