We are seeking a D.C.-based Managing Director, Inclusive Market Systems (IMS) to provide operational oversight and technical support to assigned projects within Inclusive Market Systems group. The Managing Director works closely with the Executive Vice President, IMS in guiding ACDI/VOCA’s product and business development related to IMS, agribusiness systems, market facilitation and the supporting policy environment. The Managing Director will work to coordinate resource use, ensure high-quality management of programmatic endeavors, sustain strong working relations with existing and potential clients, and generate new business opportunities.

Primary activities include but are not limited to: Monitor project performance, to account for the technical, administrative, and financial performance; review/approve technical work plans, start-up and close-down plans; ensure that all projects meet scheduled deliverables and adhere to budgets; identify potential and emerging programmatic and financial issues; facilitate collaboration between program staff, internal HQ departments and external organizations to find solutions for programmatic and financial issues while meeting donor requirements; identify and assist in procedural changes that improve project support; communicate regularly with Chiefs of Party and project directors; lead project start-ups and transitions; collaborate with COP and technical staff on programmatic start-up issues; collaborate with the EVP in implementing solutions to issues within the projects; deliver specific technical assistance as STTA to projects or IQC Task Orders; mentor Associate Directors and Directors in the delivery of technical assistance; coordinate with Technical Learning and Application department to increase skills of field and HQ staff by identifying needs and collaborating on trainings; and participate as a mentor in the staff development program.

In addition, this position will contribute to establishing action plans for an effective mix of product development, project management, technical capacity, and business development. They will assist in managing group budgets and resources to ensure attainment of new business and product development goals without incurring cost overruns. In the areas of New Business Development, they will identify, track, and cultivate new business opportunities related to IMS from a range of donors and/or private sector clients, reporting regularly on the ensuing pipeline. They will also lead proposal development for important opportunities tied to IMS development, ensuring proper alignment between proposed activities, staff, and budgets. In addition, they will ensure that ACDI/VOCA policies and procedures are reflected in the final proposal, budgets are appropriate and sufficient, and that proposed staff are thoroughly vetted and oriented to the proposed activity. The Managing Director of IMS will also serve as the lead technical writer on proposals, or provide extensive technical content.

Minimum Qualifications require a Master’s degree or equivalent combination of education and work experience in International Development, Agriculture, Finance, Economics or other related field. Demonstrable experience in a leadership and technical role on development programs funded by donors, foundations and/or private clients is required. A minimum of 12 years of direct project experience, including substantial hands-on experience in the field is required. Knowledge of USAID procurement (among other donors), award, and project implementation processes is required. Experience managing indefinite delivery/indefinite quantity (IQC/IDIQ) contracts is strongly preferred. Ability and willingness to travel extensively throughout developing countries. Strong verbal and written skills in English; French proficiency required.
