The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

THIS IS A SENIOR SECURITY ADVISORY ROLE. YOU MUST HAVE CONSIDERABLE SAFETY & SECURITY MANAGEMENT EXPERIENCE IN A COMPLEX SECURITY ENVIRONMENT IN ORDER TO APPLY.
The Norwegian Refugee Council (NRC) has been operational in South Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas affected by displacement. NRC currently operates an integrated programme focused on six sectors (core competencies): Education, Shelter, Food Security, WASH, Camp Coordination/Camp Management (CCCM) and Information, Counselling and Legal Assistance (ICLA).
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan NRC focuses both on emergency humanitarian responses and early recovery work.

Reporting to the Country Director, the role of the Security Adviser is to carry out continuous security assessments and advice the Country Director/CMG and the rest of the staff in the entire country.

Job description

  • General responsibilities
  • Develop and implement the NRC Security Management Systems and Procedures at national level
  • Review NRC Security Management Systems and Procedures and revise based on changes to the context
  • Provide Country Management Group (CMG) with strategic advice based on changes to the context
  • Ensure all staff, mainly CMG are fully aware of security context of the country and all operational areas.
  • Act as an adviser to CMT leader during a crisis and take lead as and when delegated
  • Minimize/mitigate security risks to staff, assets, operations and image of NRC
  • Management of security staff at country office
  • Support, train and capacity build security staff in all offices
  • Ensure all staff receive context specific safety and security related trainings
  • Prepare reports as required
  • Ensure NRC is a proactive member of security coordination mechanisms in national and field level
  • Ensure NRC has sufficient funds to cover for safety and security costs

  • Specific Roles and Responsibilities are:
  • Conduct Security Risk Analysis (SRA) for country as well as individual operational areas and revise these periodically according to minimum operational requirements (MOSS)
  • Ensure NRC South Sudan programme is compliant with global minimum operating standards for safety and security and duty of care as outlined in Balance Score Cards.
  • Ensure all staff have adequate training on safety and security and first aid
  • Carry out daily and weekly situational analysis and provide strategic advice to Country Director and CMG accordingly
  • Oversee and provide necessary advice on developing safety and security plans for Rapid Response Missions
  • Take part in Go/No Go meetings providing inputs to new proposals/concept notes/budgets
  • Be an active member of NGO security coordination mechanisms in national level and ensure field offices do the same.
  • Ensure internal information gathering, storing and sharing systems are in place
  • Maintain a database of contacts at national level and field level that could be useful during negotiations and crises situations.
  • Ensure all field offices are compliance with MOSS by carrying out periodic audits
  • Ensure all offices are fully equipped to monitor movements, respond to emergencies i.e.- medical, hibernation, relocation/evacuation etc.

Qualifications

  • Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in South Sudan
  • Knowledge of the local language would be an added advantage
  • Experience with start-up, exit or similar
  • Valid driver’s license

We offer
