The Norwegian Refugee Council (NRC) has been operational in South Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas affected by displacement. NRC currently operates an integrated programme focused on six sectors (core competencies): Education, Shelter, Food Security, WASH, Camp Coordination/Camp Management (CCCM) and Information, Counselling and Legal Assistance (ICLA).
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan NRC focuses both on emergency humanitarian responses and early recovery work.

The Country Emergency Response Manager is responsible for providing overall leadership of all emergency program activities.

Job description

  • General responsibilities
  • Overall management of the country emergency Program activities,
  • Member of the Country Management Group (CMG)
  • Development and execution of the Emergency response strategy for the country
  • Compliance with and adherence to NRC policies, guidance, procedures and donor requirements
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action
  • Organize grants opening and closure meetings at country level.
  • Implementation of emergency projects (including coordinating input for donor proposals and reports) in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Assess needs, develop emergency response and implement response plans
  • External representation, coordination and relationship building
  • Ensure that capacity building is provided to all staff responsible for emergency projects implementations.
  • Ensure overall security and safety of staff
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Specific Roles and Responsibilities are:
  • Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
  • Ensure emergency assessments are executed and from them integrated emergency response plans; implementation and exit strategies are developed.
  • Maintain ongoing surveillance of the developing humanitarian emergency and adjust activities accordingly.
  • Ensure that different sectoral activities are implemented in a coordinated and cohesive manner.
  • Ensure adequate monitoring, reporting and acquittal of emergency activities within the country, and the timely provision of situation reports and fundraising material
  • Ensure emergency activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response, NRC values and the Red Cross Code of Conduct.
  • Conduct performance appraisals of Emergency Response staff and ensure regular feedback and mentoring on individual performance.
  • Establish and maintain constructive working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders
  • Support the Country Director and Communications Officer in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage
  • Represent NRC in meetings with government officials, cluster members, donor representatives, other NGOs, the UN etc as required.
  • Liaise with the Security Focal Point to ensure compliance with Security Guidelines and their effective application in the local context.
  • Coordinate mobilization of financial resources related to emergency activities.
  • Assist and advise the Country Director in mobilizing financial and in-kind resources for emergency projects

Qualifications

  • At least five years’ experience working for a reputable international humanitarian and development organization.
  • Experience in management of slow onset disasters in a conflict or post conflict environment preferably in the Greater Horn of Africa and Yemen
  • Experience in working in multi-country disaster preparedness, response and recovery programming.
  • Knowledge of South Sudan and East Africa and socio-cultural complexities
  • Knowledge of the context and dynamics in South Sudan – previous work experience in SS - an asset
  • Demonstrated understanding of working in complex operating environments
  • Able to cope and manage minimum or not recreational and social facilities, shared accommodation, insecurity situation
  • Holder of a valid and clean international driver’s license
  • Experience of working with institutional donors/fundraisers;

  • Strong coordination skills in programming, resource management and safety and security
  • Ability to think strategically, but also result oriented and get things done
  • Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks
  • Very strong analytically and excellent proposal and report writing skills, with close attention to details
  • Documented experience as a trainer/facilitator on humanitarian issues and staff mentoring

We offer

  • Commencement: July, 2017
  • Contract period: 12 months - with possible extension

  • Duty station: Juba, with frequent travels to the field
