The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Established in 2016 our Whole of Syria Response office is Headquartered in Amman, Jordan with Area offices both inside and outside Syria in several locations serving the needs of the world's most vulnerable.  Syrian communities inside Syria are now constantly on the move, fleeing dangers that flare up as a result of changing front lines and tightening international border controls. Besieged and hard-to-reach areas are nearly impenetrable. We prioritise areas where the need is greatest, and the places we can access with minimal risk to life. We deliver aid independently, neutrally and without bias.

In addition to our work inside Syria, we also coordinate the Whole of Syria Protection Cluster and have a leading role in the shelter, WASH and education sectors, as well as interagency advocacy forums.

 

Role Specific Information

Generic responsibilities:

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements.

  2. Implement NRC’s financial systems, routines and procedures

  3. Maintain overall budget control and monitor cash flows

  4. Management of financial team

  5. Training of line managers and staff with financial responsibilities

  6. Provide regular analysis and reports

  7. Implement anti-corruption policy

    Specific responsibilities:

  8. Lead on the financial monthly closing of Area Office accounting books.

  9. Closely monitor of level of expenditure and allocation of expenses to existing projects, providing monthly Budget versus Actual reports to be discussed with Senior Management.

  10. Ensure effective cashflows, preparing forecast of expenditures and submitting monthly cash requests to Country Office.

  11. Support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted.

  12. Elaborate, Monitor and Update Master Support Budget, identifying funding gaps and allocation of costs to existing donors.

  13. Ensure understanding of NRC financial systems and procedures and financial tools among Programme and Support staff at Area Office level.

  14. Provide finance verification of purchase and payment request up to his/her authorization limit.

  15. Review and update Standard Operating Procedures in Finance if relevant changes in operations happen.

  16. Develop specific Cash Standard Operating Procedures to ensure proper cash-flows between Country Office, Area Office and Field sub-Offices.

  17. Responsible for financial reporting and finance-focal point with local donors (especially UN).

     

    Our Ideal Candidate:

    We are seeking a positive, energetic, and motivated person who is interested in working in a challenging context in a hardship place.

    Degree in Accounting, Business and Administration or finance-related fields, and has minimum of 3 years’ experience of working on a finance role, of which 2 as a Finance Coordinator/Senior Finance position in a humanitarian/recovery context.

    Previous experience in working with external donor funding, high level of excel skills, and previous knowledge working with accounting software.

    Leading on budget monitoring, cash flows, and transfers in the office.

    Excellent skills in building capacity for national staff.

    Strong communication skills, someone who can build trust and confidently navigate both internally and externally at different levels.

    In this position you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis.

    Knowledge with NRC work and procedures is an added value.
