The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek protection in Tanzania. NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016 and resumed responsibilities for Camp Management and WASH in Nyarugusu Refugee Camp from May 2017.

The Position of Security Officer is therefore required to establish and implement the activities in the camp. All NRC employees are expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability.

Job description

1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement Security portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
6. Promote and share ideas for technical improvement
7. Act as an immediate field security focal point and liaise with local officials, NGOs and other agencies regarding security issues for existing NRC projects
8. Track and report on relevant incidences, the situation with refugees in the region, situation in Nyarugusu camp and relevant bordering happenings
9. Provide all staff with regular security briefings and updates on procedures and perform the follow up on compliance; ensure that all new staff are accurately briefed on security procedures
10. Collect, and analyze security and humanitarian related security information from multiple sources ensuring NRC’s security posture is current and relevant to the situation on the ground
11. Work with and advise the line manager on measures needed in case of security breach, to enhancing the implementation of security policies and procedures
12. Ensure that the staff know their roles and responsibilities; field communications rules are met and that staff are trained in the use of radios and other communication equipment, as necessary
13. Conduct regular security and risk assessments for all operational areas and write regular security management reports with situational analysis and recommendations.
14. Provide professional and technical support to training of the CWT.
15. Conduct safety audits of the camp and advise on improvements to ensure a protective environment for the camp population.
16. Ensure that staff operate in a safe and secure working environment, that the NRC premises are secured at all times and a list of designated key holders is regularily maintained
17. Ensure that there is a Fire Safety Plan in place, fully stocked First Aid Kits available in all NRC’ vehicles, offices, warehouses and living compounds, at all times
18. Provide trainings and guidance to national staff on security

Qualifications

• 3 years’ relevant experience from a humanitarian/recovery context
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Be able to use a wide variety of software, including Word, Excel and Power Point
• Fluency in English, both written and verbal
• Knowledge of French or Kirundi is an advantage
• Experience in capacity building and training of staff and target groups
• Political and cultural awareness
• Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.

We offer

• Duty station: Nyarugusu, Kasulu District
• Commencement: 1st July 2017
• Contract duration: 6 months’ contract with possibility of extension subject to funding availability
• Salary/benefits: According to NRC’s general directions in Tanzania. The candidate will observe NRC’s code of conduct and working hours for NRC Tanzania.
