The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for ICLA Project Coordinator in our office in Severodonetsk, Ukraine.

Job description

Coordinate and implement the Information, Counselling and Legal Assistance (ICLA) project according to strategy, proposals and plans
Ensure adherence to NRC policies and donor requirements
Develop annual activity and work plans
Supervision, training and development of ICLA staff
Promote and share ideas for improvement and necessary changes in the activities
Cooperate with relevant partners and local authorities
Organize trainings for the ICLA team, relevant partners and beneficiaries
Monthly activity/project reports and other reporting as required
Ensure proper filing of all project documents
Ensure harmonization of NRC durable solution activities internally within the NRC Ukraine ICLA programme and other CCs, and externally with other agencies and in line with international norms and standards
Support the development of policies, position papers, SOPs and toolkits on issues related to durable solutions in coordination with the Project Manager (PM)
Coordinate and plan with other NRC teams and government authorities to implement local integration and return activities for IDPs in line with agreed procedures and standards, in coordination with the Protection Manager
Support advocacy activities with local authorities and other agencies to facilitate the attainment of durable solutions for Internal Displaced Persons (IDPs)
Enhance early and effective partnerships and promote improved understanding of reintegration and other durable solutions among local authorities and other relevant stakeholders
Provide technical assistance and trainings to internal and external stakeholders on reintegration, return processes, livelihood and coexistence, social cohesion between IDPs and host communities, rights and principles on voluntary return, international law, good practice on sustainable return and local integration
Support other team members through information and coordination with other durable solutions stakeholders including NGOs, UN and government
Monitor, analyze and document issues of concern arising during the casework with beneficiaries
Prepare and follow-up workplans, implementation strategies and monitoring plans for local integration and return programmes
Follow up with Finance staff to ensure that financial transactions are properly recorded
Carry out periodic assessments and analysis on the economic and social recovery situations for returnees to support innovative approaches for durable solutions
Drafts reports on project status and relevant administrative affairs
Contribute to the proposals writing and budgets drafting process
Represent ICLA project in various coordination forums and working groups (e.g. Protection cluster)
Perform any other tasks as requested by ICLA Programme Development Manager, Area Manager or Country Director
Coordinate the work of the NRC ICLA Durable Solutions Team

Qualifications

Minimum 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context/public administration
Experience from working in complex and volatile contexts
Academic training in Human Rights Law, Development Economics, Social Sciences or other relevant fields
Documented results related to the position's responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Good knowledge of the Ukrainian and Russian languages
Experience in protection programmes with in-depth knowledge of the main protection and humanitarian standards and manuals, and solid grasp of the applicable legal framework
Knowledge of issues related to housing, land and property rights, livelihoods
Excellent training and (oral and written) communication skills
Knowledge of the software programs (MS Word, Excel, PowerPoint)
Preferably having valid driving license
Good knowledge of the context in Ukraine

We offer

Contract period: 12 months. This position is subject to funding availability.
